Background
Akwa Ibom State Agency for the Control of AIDS (AKSACA) has received financing from World Bank towards the cost of the Second HIV/AIDS Programme Development Project (HPDP2). The HPDP2 will build on the substantial success of the first phase of the project (HPDP1) and utilize the existing institutional structures in the State AIDS response. The Project Development Objective is “to reduce the risk of HIV infections by scaling up prevention interventions and to increase access to and utilization of HIV counseling and testing”.
A. Assignment Description & Services Requested (Scope of Work)
AKSACA intends to apply part of the funds from HPDP2 to support Civil Society Organizations (CSOs) including Non Government Organizations, Faith Based Organizations, Civil Society Networks, Private Sector Organizations and Community Based Organizations to expand and scale up non public sector response to HIV and AIDS in some Local Government Areas to be scaled up to other Local Government Areas in due course using the following Intervention Packages:
Outreach and Education for HIV Prevention, Peer Education (PE), Priority for Local AIDS Control Efforts (PLACE), Mass Media; Condom Promotion & Distribution; HIV Counselling and Testing (HCT); HIV Treatment Referral Services; STI treatment Referral Services.
Five specific service categories have been identified and hereby form the basis for the request in this Expression of Interest (EOI). These include;
1. Prevention for Most at Risk Populations (MARPs)

5. Demand Creation and Linkages for HIV and AIDS Services

AKSACA hereby invites eligible organizations to express their interest in providing any of these services. The assignment is for a period of two (2) years.
- Guiding Criteria for Selection
Selection of organizations will be in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 edition)
- Eligibility Criteria
To be eligible, the organizations (NGO, FBO, Networks, PSO, CBO) should be currently working in the State and should have been in existence for at least three (3) years and have been registered with the Corporate Affairs Commission for at Least one (1) year. For those, who are registered with Akwa Ibom State Registration Agencies, they should have been in existence for three (3) years and must have been registered for at least two (2) years.
Interested organizations must provide information indicating that they are qualified to perform the services effectively. These include:
(1) Detailed business profile containing area of expertise, experience in implementing similar projects, logistics and infrastructure capacity to deliver the intended results with verifiable letters of recommendation from two referees which must be from organized sector, supporting organization/donor.
(2) The activities should have been implemented in at least two (2) LGAs in Akwa Ibom State. The organization should also show evidence of understanding the culture and traditional values including local languages of the project areas as well as evidence of working in and with the community
(3) Organization must demonstrate adequate capacity to manage funds.
(4) Legal Requirement: Organisation must provide evidence of Organization’s Registration.
(5) The Organisation must have office, infrastructure and should have at least two (2) full time staff with appropriate skills mix to implement the programmes effectively.
D. Evaluation and Selection of Organizations
The responding CSOs will be assessed and classified according to their areas of thematic and geographical focus and capacity to implement HAF-supported projects. Only Organizations shortlisted for the next stage would be contacted and required to send a detailed proposal based on the Request for Proposal (RFP) that would be issued to them.
E. General Terms and Conditions:
(1) Expressions of Interest (Eol) must be in English Language only and submitted in triplicate with a CD-ROM in sealed envelope which must be clearly marked “AKSACA – EXPRESSION OF INTEREST FOR HAF GRANT” and delivered to Akwa Ibom State Agency for the Control of AIDS (AKSACA) not later than 2nd December, 2013 by 4:00pm at the address below.
2) Organizations are encouraged to associate to enhance their qualifications.
3) Expression, of Interest sent through email or Fax will not be accommodated.
