Invitation to Tender
- This INVITATION for Tender follows the approval of 2013 Budget.
- The Federal Government of Nigeria has an Appropriation for capital Items in the 2013 Budget of Federal Ministry of Finance and intends to apply the funds for the Procurement of ICT Capital Items.
- The Federal Ministry of Finance now invites sealed Technical and Financial Bids from eligible Contractors/Bidders to apply for the tender in respect of the following projects:
- Lot 1: Comprehensive Power Protection for the ICT infrastructure
- Lot 2: Network Security and Monitoring Solution
Scope of Work
The Scope of work is outlined in the Tender documents on which the offer is detailed in the Procurement list sourced by the Ministry’s Tender Board.
Tenders Requirement
To qualify for consideration, Applicants are required to submit the documents stated hereinafter. Failure to submit any of the under listed documents may lead to the disqualification of the Applicant:
a) Evidence of registration with Corporate Affairs Commission (CAC);
b) Evidence of Current Tax Clearance Certificate for the last three (3) years ending in 2012;
c) Evidence of VAT registration Certificate with TIN No.;
d) Evidence of issuance of Compliance Certificate to all Organisations by PENCOM in line with Pension Reform Act 2004 (as amended);
e) Evidence of compliance with the amended Industrial Training Fund Act, 2011;
f) Evidence of registration with Financial Reporting Council (FRC) of Nigeria;
g) A sworn affidavit disclosing whether or not any officer of FMF or BPP is a former or present Director, Shareholder or has any interest in the company and that the company does not have any Director who has been convicted in any court for criminal offence relating to fraud or financial impropriety;
h) Names of Bankers with references;
i) Evidence of Financial Capability to execute the projects;
j) Company profile with CV’s of key officers including photocopies of relevant professional/technical qualifications;
k) Evidence of registration with relevant professional bodies;
l) Verifiable evidence that you have successfully carried out similar services within the past three (3) years and attach copies of letters of awards and certificates of successful completion.
(N.B: The above criteria will attract marks)
Collection of Bidding Documents
A complete set of bidding document may be collected by interested Bidders from the Office of the Deputy Director (Procurement), Federal Ministry of Finance, Room 040, Ground floor, Phase II, Office Complex, Abuja, from 9.00 am daily on submission of evidence of payment of non-refundable tender fee in the sum of Fifty Thousand Naira (N50, 000.00) in Bank Draft (Banker’s Cheque) made payable to the Federal Ministry of Finance.
Submission and Opening of Bids
The completed Tender should be enveloped in two separate envelopes marked Technical Bid” and “Financial Bid”, sealed, waxed and marked with the Lot description, Name and Address of the company. The Tenders should be addressed to the Permanent Secretary, Federal Ministry of Finance and deposited in the Tender Box at the Office of the Deputy Director (Procurement), Federal Ministry of Finance, Room 040, Ground floor, Phase II, Office Complex, Abuja, on or before 12.00 Noon, Monday 11th November, 2013. Late bids will be rejected.
Bids will be opened immediately after closure of bid submission at the Economic Research and Policy Management Department’s Conference Room, Lower Ground Floor, Federal Ministry of Finance, Phase II, Office Complex, Abuja.
