Invitation for Submission of Expression of Interest/ Pre-Qualification, Technical and Financial Bids for Proposed Consultancy Services for the Assets Data Mapping From Geo-Political Zones of the Nigeria on Agricultural and Natural Resources Assets
1.0 Background
The Office of the Chief Economic Adviser to the President (OCEAP) has the primary mandate of providing alternative advice to Mr. President on socio-economic issue related to achievement of the transformation agenda. In line with this overarching mandate, the office undertakes a comprehensive mapping of the Economic, Business, and related Assets in the Nigerians’ Geo-political zones. The OCEAP is undertaking this comprehensive and holistic venture to fast-track the private sector led inclusive growth pillar of Mr. President’s Transformation Agenda as a way to check the continues uneven development among the Geopolitical zones of the country. A comparative perusal of some indices between these zones reveals that in almost every important socio-economic indicator, some Geopolitical zones are lagging far behind others. This is to explore the possibilities of designing an Economic blueprint for each Geo-political zone so as to holistically harness all the identified critical resources and assets in order to achieve maximum impact in each region/zone.
2.0 Scope of the study
The comprehensive inventory required for this assignment involves the Agricultural and Natural resources assets include amongst others the followings:-
i. Natural Resources available in geopolitical zone as stated above. For example, Granite, Limestone, Talc, Colum bite, Quartz, Titanium, Coal, Gold, etc.
ii. Agricultural Assets available in each zone as stated above. For example, Crops, storage facilities, Arable/farm land, medicinal and botanical plants, Temperature, Humidity Index, Mean annual rainfall distribution, soil profile, forest canopy density, digital elevation, net Primary Productivity, Biological distinctiveness index, Land Use and Agric system, solar Radiation, water bodies, etc
3.0 Pre-qualification Requirement
3.1 The requirements for the submission for pre-qualification from prospective consultants include the following:
a) Curriculum Vitae of individual consultant(s)/staff who will be assigned to the requested services(s), including qualification, individual experience in handling similar assignments and attestation of availability.
b) Summary of similar projects/assignments executed or under execution by the firm or individual to include brief descriptions of the role played in the execution of the assignment.
c) A detailed brief and outline on the methodology the applicant / team intends to use for successful execution of the assignment, detailed work plan.
d) Copy of Certificate of Incorporation with CAC and Forms CO7 for a firms.
e) Evidence of Registration with PENCOM and remittances to PFA for firms.
f) Evidence of Company Audited Account for the last 3 years for firms.
g) Evidence of Tax Clearance Certificate for the last 3 years for either the firm or as individual.
h) Company organogram including ownership structure with the copy of Article of Association, Memorandum of Understanding and Firm’s registration with relevant Professional bodies.
i) Any other relevant information to support the application.
j) Bank Reference indicating possible support if successful.
4.0 Consulting Firms/Individuals will be selected in accordance with the procedures set out in the BPP regulations for the selection of Consultancy Firms.
5.0 Submission
5.1 Interested Consultants should submit One Original and Two (2) copies of their Prequalification documents, duly signed and enclosed in sealed envelopes indicating the Project Title at the top-right hand corner of the envelope and delivered not later than 12.00 Noon Nigerian time, 22nd October, 2013 to the address below:

6.0 Opening of Bids
6.1 Bids shall be opened publicly at the OCEAP’s Conference Room by 10.00 am on Wednesday, 23rd October, 2013.
7.0 Please note:-
i. That nothing in this advert shall be construed to be commitment by OCEAP to award the above project.
ii. That only Shortlisted consulting companies/firms or individual that meet the above stated requirements shall be contacted
iii. Bidding will be conducted through International/National Competitive Bidding Procedures and is open to all Bidders.
iv. That all the documents on Responsive Criteria such as Corporate Affairs Commission (CAC), Value Added Tax (VAT), Pension Commission (PENCOM) and Tax Certificates may be referred to the Security Agencies, CAC, Federal Inland Revenue Service (FIRS), PENCOM and other relevant bodies for verification. The OCEAP also reserves the right to invoke the express provisions of Section 28 of the Public Procurement Act (PPA) 2007 without incurring any liability to the bidder.
v. The OCEAP will not be responsible for any cost or expenses incurred by any parties in connection with any response to this invitation and or the preparation or submission in response to any enquiry.
vi. Submissions sent through email or fax will not be honoured.
