Economic Community of West African States (ECOWAS) Support to the establishment of ECOWAS’ Regional monitoring platform on water:
Programme Officer (Webmaster)

ECOWAS has received funding from the African Development Bank Group [African Water Facility] to cover the cost of the project “Support to the establishment of ECOWAS’ Regional monitoring platform on water”. The funds will partially be devoted to services provided by a Programme Officer (Webmaster).
The specific objective of the project is to contribute to improving the performance of the water sector through establishing and operationalizing ECOWAS’ Regional monitoring platform on water and building capacity among actors.
The Director of the Water resources coordination centre (WRCC) of ECOWAS, a GIS specialist (Programme Officer) and the Webmaster (Programme Officer) will constitute the Technical unit, responsible for implementing the project “Support to the establishment of ECOWAS’ Regional monitoring platform on water”.
The Programme Officer (P0)/Webmaster will assist the Director in implementing the project by executing the following main tasks:
- Perform maintenance on the hardware, the software and the server at the WRCC and schedule interviews;
- Establishing ECOWAS’ Regional monitoring platform on water;
- Managing information and exchanges with partners of the monitoring platform, updating information and ensuring the quality of the operations;
- Managing the webpage of the WRCC;
- Support the Programme Officers in all other questions related to the position and the maintenance of the software;
- Support the countries in developing their National water information systems (NWIS).
The candidate should;
- Be a citizen of one of the ECOWAS Member States;
- Be in possession of a degree in Computer Sciences and/or an equivalent diploma;
- Have at least 5 years of experience in developing web applications and in managing date bases:
- Experience in programming and managing systems and networks is considered an advantage;
- Proficiency in Windows, Unix, Open source and other software is a requirement as well as knowledge in Geographic Information Systems (GIS)
- The maximum age is 50 years old:
- Working proficiency in one of the official working languages within ECOWAS (French, English, Portuguese) and the written and spoken proficiency in a second official language is required.
The PO will provide services during the period of a maximum of 15 months, starting from the date of the signing of the contract. The PO will be based at the WRCC in Ouagadougou. He or she will be required to travel in the sub region in order to participate in support missions as required to implement the project,
ECOWAS invites interested candidates to apply to provide the services described above, interested individuals should produce the information that shows their capacity and experience (documents, references from similar services and missions, etc.).
The definition of an eligibility criteria, the establishment of a shortlist and the procedure for selecting a final candidate will be executed according to the “Rules and Procedures for the Use of Consultants (May 2008 edition, revised in July 2012) of the African Development Bank Group, available on the Bank website
