Request for Expression of Interest
The Government of Ekiti State, Nigeria hereby invites Expression of Interest from registered and reputable Professional Firms/Consortium to prepare a master plan to provide a sustainable framework for future development of the State Capital Territory, Ado Ekiti.
Scope of Work
The Scope of work shall include but not limited to the following:
Lot i: Preparation of Ado Ekiti Territorial Master plan
Scope:
(i) Master plan to guide and direct development for a minimum of 20 years
(ii) Land use issues
(iii) Strategic growth
(iv) Security/Emergency responses
(v) Existing zoning District (Land use project, Design alternative)
(vi) Recommended zoning districts
(vii) Relationship to other plan elements and Policy Documents
(viii) Intervention/Development schemes/Proposed Urban Renewal related activities.
(x) Implementation Strategies
(xi) Map presentations.
(xii) Submission of Master plan documents in hard and soft copies.
Lot ii: Technical Consultancy
Scope:
(i) Definition of scope of the Master plan
(ii) Supervision of the project Consultant
(iii) Costing and Evaluation of the project
(iv) Interface between Consultant and critical Stakeholders
(v) Provide relevant advices to the State Government on matters relating to the project.
Prospective bidders are requested to pay to the Ministry’s Revenue Head 402, Sub-head 112 and obtain the receipt for a non-refundable Tender Fee through direct lodgment at any of the Government e-transact designated banks as follows:
Lot I N250, 000.00
Lot II N 60,000.00
Bids Requirements
(a) Evidence of Registration with Corporate Affairs Commission, Certified true copies of memorandum and Articles of Association and CAC form 07 or the equivalent.
(b) Evidence of Registration with Ekiti State Bureau of Public Procurement,
(c) Evidence of Registration with Ekiti State Ministry of Works.
(d) Evidence of Registration with the relevant professional body
(e) Evidence of payment of the stipulated Tender fee
(f) Evidence of Registration of verifiable business premises in the State
(g) Company Profile/Resume of Professional and Technical Staff
(h) Company Tax Clearance Certificate (2010, 2011 & 2012) & VAT Registration Certificate.
(i) Evidence of previous experience of similar projects already executed.
(j) Evidence of payment of Ekiti State Development Levy (2011, 2012 & 2013).
(k) Evidence of payment of tax by 2 directors.
Submission of Expression of Interest (EOI)
The EOI submission, i.e. a comprehensive project proposal such as the Technical details including letter of intent, the methodology for the assignment, period of completion, etc and Financial outlay, bound in A4 formats must be enclosed in wax-sealed envelopes (without inscribing in whatsoever manner, the name of the bidder) clearly marked “EKSG/HPP&UD: Bid for the Preparation of Ado Ekiti Master Plan” for Lot I or “EKSG/HPP&UD: Consultancy for Ado Ekiti Master Plan” for Lot ii must be addressed and submitted not later than Monday 12 noon, on 9th September 2013 to the following Office:

Additional Information
(a) Interested Firms/ Consultants should bid for One Lot only.
(b) Only bids submitted in the prescribed manner shall be accepted by the Tenders Secretariat
(c) This advert shall not be construed as a commitment on the part of the State Government to award a contract to any particular bidder.
(d) This advert shall not entitle any company to make any claims whatsoever, and/or seek any Indemnity from the State Government, and /or its Agencies by virtue of such companies having applied for the advertised job(s).
(e) Government of Ekiti State, Nigeria is not bound to accept the lowest bidder.
