Background
Having recently inaugurated the transformed world class Iconic Agodi Gardens for the benefit of its enthusiastic publics, the OYSG is hereby formally requesting for Expression of Interest (EOI) for further development of the Gardens. Agodi Gardens is a recreation and tourism precinct in Ibadan, Oyo State sitting on 62 hectares of land. It still retains its unique location and greenery incorporating Zoological Gardens and World-class Water Parks.
The Government’s objectives for the precinct include:
- To provide a range of high quality and unique experiences that will establish the precinct as a major tourist hub and position Ibadan as a significant family-oriented outdoor destination;
- To provide World Class facilities for International Events and Conferences, Recreational, Health, Ecotourism opportunities for both residents and visitors;
- To create significant local employment opportunities and benefit from the experience and specialist skills transfer in the hospitality industry;
- To encourage greater efficiency in delivery of public service through public private partnership.
Scope of Work:
The Bureau on behalf of OYSG is facilitating further development of Agodi Gardens as indicated above.
This development will be under a Public Private Partnership Arrangement. Consequently, the Bureau wishes to invite interested reputable Private Developers/Financiers with demonstrable experience in similar projects to submit their Expressions of Interest (EOI) for this purpose.
Requirements:
In addition to verifiable track record in similar projects, interested applicants must provide:
- Certificate of Incorporation/Registration with Corporate Affairs Commission;
- Current Tax Clearance Certificate for the last three (3) years;
- Evidence of Company Financial Capacity;
- Profile of organization including list and relevant qualification(s) of Directors;
- Evidence of similar projects undertaken locally or internationally in the last 5 years;
- A brief outline of the proposal together with any drawings/photos which may assist with illustrating the proposal;
- Any other information that the developer deems appropriate.
General Information:
(a) Applicants are to submit five (5) copies and a soft copy in CDROM of all documents specified above;
(b) An amount of N250,000 (Two Hundred Fifty Thousand Nairn ONLY) in Bank Draft in favour of OYO STATE GOVERNMENT must be paid by interested applicants for the processing of applications ONLY;
(c) All enquiries regarding this advertisement should be directed to the address stated below.
Submission:
All submissions for the Expression of Interest should be in a sealed Envelope and marked “EOI-FURTHER DEVELOPMENT OF AGODI GARDENS” and returned either by Hand OR Courier Services NOT later than 19th January, 2015. It should be for THE ATTENTION OF:

It should be noted that this invitation does not constitute a commitment on the part of Oyo State Government to partner with any individual or group expressing interest. Furthermore, the submission of documents shall not entitle any of the interested parties to any claims against OYSG by virtue of such applicants having responded to the EOI invitation.
