Invitation to Tender for Vehicle Inspection and Testing Station
In keeping with the vision of Enugu State Government to provide safe, reliable and functional transportation system for sustainable socio-economic development of the State as encapsulated in the Enugu State 4-Point Agenda, and in line with CAP 137 Laws of Enugu State 2004 relating to Road Traffic Laws, the State Ministry of Transport hereby invites SEALED BIDS from eligible and qualified bidders to TENDER for the supply and installation of vehicles inspection/testing equipment and training of testers, in the first of several vehicle inspections and testing stations in Enugu and other parts of the state.
Overall Requirement:
The testing station which will serve standard and heavy duty vehicles can have more than one lane or a universal lane. It must be fitted with internationally acceptable equipment and be structured in a way that the underside of vehicles can be properly examined without obstruction or hindrance. The station can have more than one underside inspection facility which may share-the same break tester, headlamp testing area and emissions equipment.
Equipment:
- A headlamp aim testing facility,
- Braker testing equipment,
- Emissions testing equipment,
- A tyre tread depth gauge selected from the latest list of international acceptable equipment,
- Corrosion assessment tool,
- Suitable pinch bars. Long and short,
- Steel tape measure,
- Personal computer PC-converter interface for connection to other external PC system,
- Air electrical control box
Measuring apparatus must be calibrated to meet the introductory stage of the project and standards raised accordingly in subsequent years as may be required.
Installation and Maintenance of Equipment
In addition to the supply of the above-listed equipment, bidders should demonstrate their ability to install them.
Ability to provide the maintenance of equipment as and when needed is essential too.
Training
It is also essential that bidders demonstrate their ability to provide the initial training and follow-up training that may be required for testers.
All bids must be accompanied by:
(1)Evidence of current registration with Enugu State,
(2)Evidence of registration with Corporate Affairs Commission,
(3)Audited Financial Statements for the last Three years,
(4)Tax Clearance Certificates for the immediate past Three years,
(5)Evidence of similar jobs successfully executed,
(6)Evidence of technical and financial strength to execute the project,
(7)Evidence of VAT registration and remittance,
(8)Evidence of bid security of the bidded sum.
Interested eligible bidders may obtain further information from the Acting Head of Department, Mass Transit, Ministry of Transport, Enugu. A complete set of bidding document may be purchased by bidders from the Department of Planning, Research and Statistics on payment of a non-refundable fee of N50.000.00 (Fifty Thousand naira) only. The method of payment will be by presenting a certified bank cheque from a Nigerian Bank in favour of Ministry of Transport, Enugu, at a date not later than 7th July, 2014.
All submissions shall be in sealed envelopes clearly marked on the top left hand corner “TENDER FOR SUPPLY AND INSTALLATION OF MOT TEST STATION” and addressed to the Director, Planning. Research and
Statistics Department, Ministry of Transport, to reach him not later than 7th July, 2014.
