Invitation to Submit Proposal for Prequalification as Contractor for Revenue Generation and Waste Evacuation, Disposal and Management in Calabar Metropolis
1.0 Introduction
Pursuant to the Cross River State Government’s policy of zero tolerance on waste and desire to promote private sector partnership in waste evacuation and management in Calabar Metropolis, the Ministry of Environment, in conjunction with the Office of the Secretary to the State Government intends to engage contractors for waste management in Calabar Metropolis.
This is aimed at achieving sustainability in waste management with minimal government expenditure.
In this regard, eligible and interested Refuse Disposal Contractors with ownership of conventional waste evacuation trucks and proven record on similar jobs/services are requested to submit pre-qualification application to the State Ministry of Environment for consideration.
2.0 Goal
To effect total daily evacuation, disposal and management of waste in Calabar and ensure improvement in sanitation and aesthetics of the city
3.0 Scope of Works/Services
(1) Design and develop an acceptable waste collection plan for designated areas
(2) Collection of all waste from designated kerbside bins and households
(3) Safe transportation of waste to public dumpsite/landfill with waste completely covered and well protected
(4) Operation and maintenance of existing workshop
(5) Develop and operate an acceptable Health, Safety and Environment Policy (HSE)
(6) Develop and maintain appropriate waste data bank Develop and operate and appropriate billing system
4.0 Pre-Qualification Requirements
Interested contractors are expected to provide the following;
(1) Evidence of Registration with Corporate Affairs Commission
(2) Registration with Cross River State Due Process and Price Intelligence Department in the relevant category
(3) Accreditation with Cross River State Ministry of Environment in the Category
(4) Evidence of Current Tax Clearance Certificate for the past three (3) years
(5) Value Added Tax (VAT) Certificate and evidence of past VAT remittances for the past three (3) months
(6) Company Audited Account for the past three (3) years
(7) Evidence of Financial Capability to handle job, with reference from a reputable bank
(8) Verifiable evidence of experience in similar jobs, Give names of projects, clients, contract sum with letters of award and certificate of completion of jobs completed in the last five (5) years
(9) Technical Capability and Equipment to Execute the job
(10) 2 Directors Tax Clearance Certificates
5.0 Submission of Proposal
The proposal is to be submitted in an original copy and 3 photocopies in 2 different envelopes and placed in a big brown envelope marked “proposal for prequalification as a contractor for Revenue Generation and Waste Evacuation, Disposal and Management in Calabar Metropolis”. Attention the Procurement Officer, Ministry of Environment Headquarters, Calabar at the left hand corner of the envelope.
(6.0) This proposal; should reach the undersigned on or before 20th of August, 2015 by 12 noon prompt.
