Invitation to Prequalify and Tender for the Development of Children’s Park/ Playground Under The Minna City Centre Project Through Public Private Partnerships (PPP)
Introduction
In line with the Niger State Government’s vision of attaining the status of being among the three best economies in Nigeria by the year 2020, the State Government is desirous of developing a Children’s Park, located at the proposed Minna City Centre along Paiko Road, by Mobil Round About Minna, Niger State. In pursuit of its urban renewal programme, the State Government is envisaging a re-development that will take advantage of the State’s Capital City Centre in Minna with a Children’s Park on a ….. square meter of land. it is envisioned that the park will have state of the art facilities and equipments befitting of a modern children’s/amusement park. There is a 75 meter tower, vista eatery and adjoining befitting shopping mall for which development has commenced.
Accordingly, Niger state Government is inviting reputable and competent private partners/bidders that are experienced in development and management of Recreational/Amusement Parks and Garden to bid for development of Children’s Playground through PPPs.
2.0 Project Description
2.1 General Design Concept
The proposed Minna City Center Children’s Play Ground is conceived to have spatial landscaping with varieties of recreational/ amusement equipments/facilities, rest room and reputable mini fast food outlet within acceptable safety standards for infants and children.
22. Design Responsibility
Within the provision for the development of this project and as stipulated in the concession contract conditions, the successful bidder shall be required to provide detailed concept designs, equipment description, and recreational facilities in line with output specifications of the description of this project.
2.3 Bid Requirements
All Bidders are expected to be Local/International firms with proven track record in Recreational, Children Amusement Parks/ Garden Development.
2.4 Pre -qualification Requirements
In order to prequalify, prospective firms must supply the following
i. Proof of registration with Niger State Public Procurement Board (NSPPB)
ii. Proof of Registration with the Niger State PPP Agency
iii. Company profile containing contact person, telephone number and e-mail address.
iv. Copy of CAC registration certificate.
v. Evidence of three years tax clearance.
vi. Evidence of three years audited account.
3.0 PPP Technical Proposal
All interested Partners/ bidders are required to submit a detailed technical proposal of Build Operate and Own (BOO) PPP model for partnership with NGSG Including feasibility report; concept design, methodology for execution/ implementation strategy; proposed project financing structure; equipment types; management and operations-estimated total cost of investment; completion period; other project deliverables and general benefits to NGSG as well as any other information that will add value to the process.
3.1 Technical & Financial Bid Requirements
i. Track record of successful investment and management of Children/Amusement Parks and redevelopment;
ii. Evidence of financial capability from a reputable bank.
iii. Brochure showing tasks accomplished in relevant sectors.
iv. Composition and profile of management team showing qualification and years of experience in construction/hospitality industries.
v. Schematic drawings of proposed construction with proposed period of development.
vi. Work Plan and Methodology for undertaking the assignment.
vii. Evidence of previous work done.
viii. A non- refundable bank draft of tender fees of Five Hundred Thousand Naira (N50,000.00) only, Payable to Niger State PPP Agency.
ix. Completed bidding document: and
x. Any other additional information that may enhance the bidding process.
4.0. Bidding Document Collection & Submission
4.1. Submission
The technical and financial bid proposals must be prepared as separate document as provided for in the Instruction to Bidders. The technical and financial proposals must be Separately packaged in seated envelopes, clearly marked as “Financial” and “Technical” as appropriate and put together in a Single (bigger) envelope which should be marked Tender for the Proposed Minna City Centre Children’s Park/ Play Ground.’ All bids should be submitted not later than 6th December 2013, which closing date is on 6th December, 2013 All bids shall be publicly opened on 9th December, 2013 at the conference hall of the Niger State PPP Agency in the presence of bidders and/or their representatives by 10:00 am.
All bids to be addressed and submitted to the office of the Director General, Niger State PPP Agency, Minna, Niger State.
