Invitation for Pre-Qualification and Tender
The United Nations Development Programme (UNDP) in conjunction with Anambra State Government hereby invites bids for pre-qualification and consideration for tender from interested reputable and competent consultants to execute the underlisted assignments:
- Conduct Corruption Risk Assessment in Two MDGs Related Departments of Health and Education (ANSG/UNDP/GBP/14/01) Objective
- To strengthen Public Accountability Mechanism in the two MDGs related sectors
- To decrease exposure to various risk and avoid costly damages
- To strengthen governance, restore integrity by deterring corruption in the two sectors
Scope of Work
The Consultants) will be required to:
- Establish the process of conducting the Risk Assessment
- Identify the risks
- Rate the risks
- Identify mitigation controls
- Calculate remaining residual risks
- Develop an action Plan, and
- Write a report
Consultants Profile
The Consultant must demonstrate full competence in implementing the scope of work with strong expertise and industry background required for this project from a technical, educational and experience perspective in carrying out corruption risk assessment
Qualifications:
- A higher degree in Economics, Public Administration, Sociology or related field
- Have between 5-7 years direct practical experience
- Experience in UN or other bi-lateral agencies assignment
- Robust understanding, good knowledge and experience on issues around CRA and other related transparency and accountability issues
- Experience in similar projects in the past
- Knowledge of Anambra State political and social terrain
- Organize Capacity Training For Local Government Chairmen, Councilors And Senior Management Staff On Local Government Budgeting, Monitoring Devaluation Techniques, Policy Analysis & Advocacy And IGR Forecasting And Generation (ANSG/UNDP/GBP/14/02)
Objective
To improve capacity of Local Government Officials in Participatory Planning, Budgeting Processes and Monitoring & Evaluation in order to co-ordinate and facilitate services delivery at the Local Government Areas of Anambra State
Scope of Work
The Consultant(s) will be required to
- Prepare detailed agenda with time table, workshop materials and training manuals
- Facilitate the training workshop
- Obtain monitoring and evaluation feedback from participants using the standard M&E framework
- Administer pre and post workshop questionnaires to assess knowledge gained by participants
- Prepare training workshop report
Qualifications
- Higher degree in Economics, Political Science and other related field
- Have between 5-7 years direct practical experience
- Experience in conducting training on budgeting work in Nigeria
- Fluency in English
- Knowledge of UNDP-funded programmes or other bi-lateral agencies
- Knowledge of Anambra political and social terrain
- Extensive training experience on capacity building around budgeting issues for various stakeholders
3. Conduct Training for Local Government Political And Bureaucratic Personnel On The Transparency Provisions Of The Anambra State Fiscal Responsibility Law, Anambra State Public Procurement Law (ASPPL) And The Freedom Of Information Act (ANSG/UNDP/GBP/l4/03) Objective
To improve the capacity of Local Government Officials and equip them with demonstrable skills in implementing the ASFRL, ASPPL, and FOI Act
Scope of Work
Facilitate the training workshop for Local Government officials on the transparency provisions of the Anambra State Fiscal Responsibility Law (ASFRL), Anambra State Public Procurement Law (ASPPL) and the Freedom of Information (FOI) Act
Qualification and Experience
- Degree in Law, Public Administration, Management, Sociology or any of the Social Sciences
- Experience in governance & institutional reforms strategies
- 10 years post qualification experience in reform programmes
- Robust knowledge, understanding & experience on issues around FOI Act and other related transparency & accountability laws, regulations and practices
- Experience in similar projects in the past
Evaluation Criteria
All applications will be evaluated using the following criteria:
- Relevant qualifications and years of experience
- Relevant and similar work experience on similar initiative
3. Depth of proposal in addressing the subject matter
4. Knowledge of UNDP-funded programmes or other bi-lateral agencies.
Application Procedure
Interested Consultants) should submit on or before 2nd June, 2014 a detailed Technical Proposal detailing their understanding of the assignment, methodology, work plan, profile and a Financial Proposal for the assignment in separate sealed envelopes. The envelopes should be marked “TECHNICAL PROPOSAL” & FINANCIAL PROPOSAL” as the case may be, at the top right hand corner and the name of the project e.g (ANSG/UNDP/GBP/14/01 -03) clearly marked on each envelope. The documents are to be submitted in 5 copies, one original and four copies for both Financial and Technical proposals to the Partnership Manager, UNDP Office, Government House, Awka, Anambra State
