Invitation for Pre-Qualification and Tender
The United Nation Programme (UNDP) in conjunction with Anambra State Government and consideration for tender from interested reputable and the under-listed assignments.
1.0 Training of Newly Recruited Planning Officers and Statisticians and Relevant Officers on Development of Medium and Long Term Plan and Linkages to the Budgeting process. (AN/UNDP/EPAC/2014/001
1.1 Objective:
The main objective of this assignment is to acquaint participants with their basic functions and how to prepare a good and realistic budget.
1.2 Scope:
The consultant will be required to:
- Identify and explain the duties of Planning Officers and Statisticians
- Introduce participants to budget and budget preparation, budgeting processes and techniques
- Build participants capacities on
- Budget preparation
- Budgeting techniques
- Development of medium and long term plan.
1.3 Pre-qualification Criteria:
- Possession of higher degree in Economics, Agricultural Economics or related field.
- Must be familiar with planning functions
- Deep understanding of planning tools
- Minimum of 10 years experience in consultancy
2.0 Development of Anambra State Monitoring and Evaluation Framework: AN/UNDP/EPAC/20/2014/002
The main objective of developing Anambra State Monitoring and Evaluation (MSE) Policy Framework is to:
(i) Provide the basis for a minimum standard of M&E across the State. This will enable M&E to be used as a tool to measure results and link evaluation evidence to policy, planning and budgeting processes to promote public accountability and learning for improve performance.
(ii) Promote quality monitoring and evaluation, which can be used to improve the efficiency, effectiveness, and impact of government, by reflecting on what is working and what not working and revising interventions accordingly.
(iii) To make M&E a culture of governance in the in the State
(iv) To introduce legislation that requires the monitoring and evaluation of all projects and programmes being executed in the State.
2.2. Scope
The consultant will be required to discuss
- Key Monitoring and Evaluation concepts and principles
- The overall goal, objectives and focus o M&E framework
- Monitoring tools
- The role of M&E strategies and findings in supporting, budgeting, programme implementation, financial management and reporting processes
- The roles responsibilities of government agencies as implementing agents of M&E.
- How to improve on monitoring activities across MDAs
- The need for a legal mandate to support a credible M&E system
- Implementation plan and actions, etc.
2.3 Pre-qualification:
- Possession of a higher degree in Economics, Agric Economics, Management Sciences or related field.
- Evidence of deep knowledge of M&E concepts and principles
- Evidence o deep knowledge of planning functions
- Minimum of years experience in consultancy.
3.0 Training on AID Management (Including Global best Practices in Coordination, Harmonization, and Monitoring (AN/UNDP/EPAC/2014/003)
3.1 Objectives:
The main objective of this training includes:
- To build the capacities of participants so that they can effectively and efficiently utilize Aids to promote growth and alleviate poverty in the State.
- To be able to use a variety of AID coordination mechanism and scheme to manage partnership funding.
- To contribute towards full integration of international development assistance into State policies, priorities, strategies, institutions and procedures.
- To identify possibilities to strengthen the management of external resources by the State
- To be able to assist key actors in government to move towards a situation o ownership of aid coordination and management.
3.2 Scope:
The consultant will be required to:
- Review the already developed Aid Coordination Framework for the State with participants
- Assist participants develop framework for interaction between Development Partners and Implementing agencies through medium and long-term development policies and priorities supported by budget estimates and ceilings
- Assist Ministries, Departments and Agencies (MDAs) establish their policies and priorities, within their areas of responsibilities as a foundation of their interaction with Development Partners in the form of dialogue on implementation strategies and programmes
- Outline key prerequisites for improved Aid coordination and management
3.3 Pre-qualification Criteria
- Possession of a Higher degree in Economics, Agric Economics, Management Sciences, Social Sciences, or related field.
- Must be conversant with Development Partners policies and programmes
- A minimum of 10 years experience in consultancy
- Evidence of execution of previous job
4.0 Development of AID Database: (AN/UNDP/EPAC/2014/004)
4.1 Objectives:
The main objective of this assignment is to develop an Aid Database which will serve as a databank on Aids and Aids related issues for easy access by State officials for Aids management in the State.
4.0 Scope:
The consultant will be required to:
- Identify and document the number of Development Partners (DPs) in the State and Their areas of intervention
- Determine the quantum of loan/grants received from the various DPs from 2009 to date and the amount o State Government Cast Counterpart Contribution (GCCC) paid.
- Determine the terms/conditions under which the loan/grants were made by the DPs.
- Determine the effect/impact of the various intervention programmes on the governance of the State and of workers’ productivity
- Classify the types of Aids by the various DPs.
4.3 Pre-qualification criteria:
- Possession o a Higher Degree in Economic Development, Economic. Management Sciences or Social Sciences
- Must be conversant with DPs’ policies and prgrammes.
- Show evidence of knowledge of database development.
- Minimum of 10 years experience in consultancy
5.0 Method of Application:
Interested Consultants should submit on or before 2nd June, 2014. A detailed Technical proposal detailing their understanding of the assignments, methodology, work plan and company profile and Financial proposal for the assignment submitted in separate sealed envelopes. The envelopes should be marked ‘Technical proposal’ or ‘Financial proposal’ as the case may be at the top right hand corner and the name of the project written e.g. (AN/UNDP/EPAC/2014/001) clearly marked in each envelope.
The documents are to be submitted in 5 copies, one original and four copies for both Financial and Technical proposals to the:
