1. This invitation for Bids follows the General procurement Notice for this project dated July 2013.
2. The Federal Government of Nigeria has received credit from the International Development Association (IDA)and grants from the European Union towards the cost of implementing the State Employment Expenditure for Results (SEEFOR) Project and intends to apply part of the part of the credit for payment for procurement of goods as detailed below;
3. The Edo State Employment and Expenditure for Result Project now invites sealed bids from eligible and qualified bidders to bid for the following;

Bidders may quote for one or more lots.

4. Bidding will be conducted through the INTERNATIONAL COMPETITIVE BIDDING (ICB) a procedure specified in the World Bank’s Guide line: Procurement under IBRD loans and IDA credits and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

6. Qualification requirements include:
7. Copies of Original documents defining the constitution or legal status, place of registration and principal place of business of the Bidder, written power of Attorney of the signatory of the Bid to commit the Bidder.
8. Experience of similar nature and size for the last five years and details of work under way or contractually committed and clients who may be contacted for further information on those contracts.
9. Qualification and Experience of key management and technical staff proposed for the contract.
10. Reports on the financial standing of the bidder, such as profit and loss statements and auditor’s reports for the past five years.
11. Evidence of adequacy of working capital for this contract (access to lines of Credit and availability of other financial resources. Additional details are provided in the bidding documents.

7. Interested bidders for Lot 1, 2 and 4 are invited to a pre bid conference/site visit on Friday 6^th June, 2014 at the address above. Time 11 am

Interested bidders on the submission of written application to the address below and upon payment of a Non-refundable fee of N30, 000. The method of payment is a Bank draft issued in the name of the Edo SEEFOR project. The bidding document should be collected by hand from the project office or can be forwarded to bidders by courier on request at an additional cost of Ten thousand naira (N10, 000.00)

9. Bids must be delivered to the address below at or before 2^nd of July, 2014 at 11 a.m Prompt. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened at the SEEFOR Conference hall on the same date and time, physically in the presence of bidders representatives who choose to attend in person at the address below at:

10.     All bids shall be accompanied by a Bid Security as indicated above.
