Credit No. 4667-0 NG. This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No, (insert number) of 26th November, 2010.
The Federal Government of Nigeria has received credit from the International Development Association (IDA) for implementing Public Sector Governance Reform and Development Project (PSGRDF). Kogi State is one of the beneficiaries of the credit facility. The project development objective is to improve transparency, accountability and quality in public finance and human resource management systems, with a view to strengthen governance in Kogi state.
The Kogi State Government now intends to apply part of the proceeds of this credit towards engagement of a consultant to conduct a Training Need Assessment (TNA) in the implementation of activities in the Human Resources and Capacity Development Component of the Project being implemented by the Office of the Head of Service of the State (OHoS).
The objective of this Consultancy Service is: (a) Conduct a comprehensive training needs assessment for MDAs (b) Carry out a diagnostic review of existing training policy, (c) Develop an implementable training policy for the State Civil Service.
The Kogi State Public Sector Governance Reforms and Development Project now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services brochure, description of similar assignment, experience in similar condition, general qualifications and availability of appropriate skills among staff). The proposed assignment is expected to bring international best practice and ideas into the Civil Service System in the State. As such, eligible local firms could associate with international firm with direct experience of training needs and policy in the public sector.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines; Selection and Employment of Consultants by World Bank Borrowers. January, 2011.
