- This Request for Expression of Interest follows the General Procurement Notice (GPN) forth is Project that appeared in the dg Market of 26th November, 2010
- The Federal Government of Nigeria has received a credit from the International Development Association (IDA) for the implementation of Public Sector Governance Reform and Development Project. Ondo State is a beneficiary of the credit and intends to apply part of the proceeds of the credit for this assignment under Budget Preparation and Execution Reforms Sub Component of the Project. The overall objective of the project is to promote good governance by promoting quality transparency and accountability in public financial management and human resource management systems in Ondo State.
Scope of Service
- The scope of service for this consultancy work shall include the following tasks: Visioning and Sect oral Comparative Advantage Analysis
(a.) Conduct a preliminary research and environmental scan of the State including the various sectors where the State has comparative advantage to serve as input into Visioning Session;
(b.) Conduct analysis and studies on each of the identified sectors/areas with a view to articulating the existing operating structure and identify the current issues and challenges undermining the optimal exploitation of the comparative advantage inherent in the sector State Development Plan Preparation
(c.) Conduct series of consultative sessions with all relevant groups for the preparation and development of the State Development Plan (SDP), after identifying and prioritising those areas and sectors where it has comparative advantage
(d.) Determine the funding requirement for each programme and applicable funding strategies
(e.) Define the implementation monitoring and evaluation framework
(f.) Define reporting format and templates to be used to monitor the implementation of the State Development Plan
Provide overall programme management support in the following areas:
(g.) Develop and maintain a comprehensive project plan including tracking, monitoring and reporting on the progress of the assignment on regular basis;
(h.) Facilitate the development of the statement of the macro-level goals and targets to drive the articulation and core elements of the Development Plan;
(i.) Design and implement a communication strategy to promote stakeholders acceptance and buy-in of the Development Plan;
Qualification and Experience
- The Ondo State Public Sector Governance Reform and Development Project now invites eligible consulting firms with minimum of eight (8) years’ experience in development and planning in the Public Sector to indicate their interest in providing the services. Interested consulting firms are hereby requested to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to, summary of its key staff, provision of company brochures, description of similar assignments carried out in the last five years, experience in similar conditions and region, availability of appropriate skills among key staff (Key staff shall include (i) Development Planning/Management Expert as a Team Leader; (ii) Socio- Economic Specialist; and (iii) Monitoring and Evaluation Specialist).
Selection of Consultant
- The consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011), using Selection Based on Consultant Qualification (CQS) Method Submission of Expression of Interest:
