Introduction/Background
The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is grounded in the vision of equality, as enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace and security. UN Women supports international political negotiations to formulate globally agreed standards for gender equality and helps UN Member States to implement those standards by providing expertise and financial support. The entity looks to support programmes and provides technical assistance; manages grant-making funds and supports other inter-governmental processes. It also undertakes capacity development and training; supports expert group meetings that explore state-of-the-art research and analysis; leads and coordinate the overall efforts of the UN system to support the full realization of women’s rights and opportunities.
In its current strategic plan (2014-2017), UN Women Nigeria Country Office focuses on four (4) result areas: Women’s Leadership and Political Participation, Women’s Economic Empowerment, Prevention of Violence Against Women and Girls, and Women’s Leadership in Peace and Security and Humanitarian Response. The impetus to focus on these areas is premised on the need to align with the UN Global and Regional Plans as well as demonstrate unique competence and comparative advantage on Gender Equality and Women Empowerment issues.
Promoting Women’s Engagement in Peace and Security in Northern Nigeria’
More than ten years after the passage of UN Security Council Resolution 1325, there is widespread concern that progress made at the normative and policy levels has not been translated into significant improvements in the lives of women and girls in conflict and post-conflict countries. To address this and other related issues, UN Women in collaboration with UNICEF and with funding support from European Union, is implementing a 3-year programme that pilots a model for EU/UN collaboration on Women, Peace and Security matters in three states of Northern Nigeria (Adamawa, Gombe and Plateau). The programme, ‘Promoting Women’s Engagement in Peace and Security in Northern Nigeria’ supports the Nigerian Government (Federal level), three Northern States to strengthen women’s leadership, advance gender equality and improve protection for women and children in conflict settings. It is composed of three inter-locked components, each with their own specific objectives:
1) Strengthening women’s role in conflict prevention, peacemaking and peace building.
2) Mitigating the impact of conflict upon women and girls; and
3) Establishing a conducive environment for effective implementation of UNSCR1325 at national level and in the selected states.
Interventions will be coordinated through a results based strategy to raise the capacities of Nigerian institutions, women’s groups and gender equality advocates over a 3-year programme cycle. The activities related to each thematic area (e.g., women’s leadership in peacemaking, improved rights-violation monitoring/reporting and protection services, and national implementation of women, peace and security and gender equality frameworks) aim to achieve a common objective while remaining flexible to fit the specificities of each of the target states.
In view of the above, it is important to re-establish existing partnerships and develop fresh ones, towards the attainment set goal and objectives of the programme. Consequently, UN Women in Nigeria kindly invites registered Civil Society Organisations (CSOs), including Non-Governmental Organisations (NGOs) to present an Expression of Interest (EoI) for pre-qualification and possible inclusion as partners for the programme. UN Women is seeking to partner with organisations that have at least an 8-year track record of technical and programmatic competence and experience in the areas of Gender, Human Rights as well as Peace building, Conflict Resolution and Security, especially in Northern Nigeria. The potential partners will support in the implementation of the various components of the Women Peace and Security Programme. All Organizations that wish to partner with UN Women are invited to respond to the EoI.
The form can be downloaded from the Document tab of UNGM website or can be obtained by visiting UN Women office at the address provided below. The information provided will be used to assess your organisation’s suitability to qualify for the next stage of appraisal.
Please return all duly completed forms in a sealed envelope along with supporting documents which demonstrate your organisation’s capacity. The envelope should be labelled “Expression of Interest for Partnership: Women Peace and Security Programme in Northern Nigeria” and addressed to the following:

Expression of Interest (hard copies) must be received in sealed envelopes as stated above.
