Assignment: Security Assessment for Pact Nigeria,
Strengthen Accountability and Quality Improvement Project (SAQIP) Gombe State

Pact Nigeria is inviting applications from consultancy groups/firms for the work assignment described in the Terms of Reference (see below). To enable you to prepare an application for this assignment, each applicant consultancy firm/group should send an Expression of interest (EoI) comprising of:
(a) A technical Proposal:
- The approach and methodology proposed by the consulting group for the assignment and comments on the Terms of Reference if any (max 4 pages).
- Proposed implementation plan
- An up-to-date curriculum vitae of key individuals who will be engaged in the assignment, and
(b) A detailed budget on excel sheet stating the amount to be charged for personnel time and all activities related to the assignment, which should be quoted in Nigeria naira only. Please show any travel costs separately.
Your proposal and any supporting documents must be in English Language.
Pact Nigeria places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, Pact shall select the proposal that offers the organization best value for money.
Terms of Reference for Consultancy
Background
Gombe is a forward looking state with significant economic resources and excellent mineral resources potentials. It was created on October 1 1996 out of the former Bauchi state. It’s located in the northeastern part of Nigeria, right within the expansive savannah region. Gombe state is the state which Pact has chosen as the headquarters for Strengthening Accountability for Quality Improvement Project (SAQIP).
SAQIP project is a six (6) year project to be implemented in Gombe state with startup in 3 LGAs and scale up in the other 11 LGA s during the life of the project. Its targets are the State Primary Health Care Development Agency, Local Government Area (LGA) Health Teams, Primary Health Centers; Ward Development Committees (WDC) community members.
In the light of recent events of insecurity in Gombe state, it has become paramount that a security assessment is done for the LGAs were Pact staff would work and reside to achieve success in this project. A security assessment is therefore required for Gombe state that will provide recommendations and point out security challenges to consider while working in the state.
Purpose of Assessment
The overall purpose is to conduct an assessment of the security conditions in northeast Nigeria, Gombe specifically, to determine how Pact can operate safely and effectively. This assessment is designed to determine the risks and security mitigation measures necessary for operations in this region. This assessment will determine the type of security support and infrastructure needed to safely operate in Gombe.
Specific information will be gathered on the following which should inform the below deliverables:
- To determine the areas of conflict and the mitigation measures to avoid these areas;
- To determine the areas of likely conflict and the mitigation measures to avoid these areas;
- To determine areas that are safe to go to and the risks along with contingencies for travel to these areas
- To determine areas we should not go to and the factors in place to define these areas;
- To determine the capability and competence of office security (physical and personnel) including identifying areas of training, housing of emergency and first aid supplies where necessary;
- To determine the security status of the office location
- To determine escape routes in cases of insecurity in addition to alternative shelter in place or other method to ensure staff safety;
- To create and develop a crisis response plan for each office to include redundant communication and other relevant emergency action responses;
- To identify recommended alternative off-site offices in case of staff evacuation.
Deliverables
At the end of the security assessment exercise it is expected that:
- A comprehensive security assessment report indicating:
- The type of security support and infrastructure needed to operate, to mitigate risks for visiting staff (local and international) and consultants;
- Broad causes of conflict per LGA and communities. These should be tagged by severity and high probability of conflict;
- An evacuation plan indicating muster points and escape routes;
- A list of security requirements in terms of hardware and software
Time Frame
The security assessment inclusive of field work is expected to be conducted within 10 days in select LGAs in Gombe state. Activity is expected to commence by the 12th of January, 2015 and completed by the 23rd of January, 2015.
Criteria for Selection
The following are the criteria’s for the selection of a security company
- It must be a registered security company;
- The company must have profound and at least ten (10) years of experience in security matters;
- They must have good understanding of the security situation in the North/east;
- They must have previous experience in security risk assessment and preparation of security manual;
- The company should have experience in providing security consultancy services to business/NGO/international organization.
