Background
Local Partners for Orphan and Vulnerable Children (OVC) in Nigeria (LOPIN) Region 3 is a five-year, United State Agency for International Development (USAID)-funded project aimed at “mitigating the impact of HIV/AIDS on children, households and families” in Cross River and Ebonyi States. The project is focused on community-based, result-oriented and family-focused interventions to increase capacity of local organizations and communities to positively respond to the needs of OVCs. LOPIN-3 is implemented by Health Initiatives for Safety and Stability in Africa (HIFASS) as the lead partner among other local consortium members which include People-To-People Health Foundation Nigeria (PPHFN), Calabar Arch-Diocesan Action Committee on AIDS (CAACA) and Catholic Diocese of Abakaliki, Succour and Development Services Initiatives (SUCCDEV). The Project has two strategic objectives:
(i) To improve systems and structures at state, LGAs and communities to ensure provision of quality care, protection and support services to OVC and their households.
(ii) To support improved organizational and technical capacities of local NGOs and CBOs to provide OVC care and support services in the two states.
LOPIN-3 aims at strengthening organizational and technical capacities of local partner’s by implementing sub-grant mechanism to selected CBOs, FBOs, NGOS and Women groups to improve OVCs services at household and community levels. The overall objective of the sub grant mechanism is to support improvements in OVC care and support services at household and community levels.
(2) Scope of Work:
LOPIN-3 is requesting for Expression of Interest (EOI) from interested NGOs, CBOs and FBOs working within the project core services of HIV/AIDS impact mitigation with focus on Community OVC program in Cross River and Ebonyi states.
Key intervention areas of sub-grantees activities include referral and provision of minimum package, of OVC care and support interventions to vulnerable children, households and the communities in areas of Education, Psychosocial Support (PSS), Household Economic Strengthening (HES), Social Protection, Health & Nutrition, Legal Protection, Shelter& Care. LOPIN-3 model of intervention is built on HES.
(2.1) Eligibility Criteria:
To be eligible for consideration, interested organizations must be CBO, FBO or NGO with presence in Cross River or Ebonyi State. In addition, the following document shall be submitted for verification:
(i) Profile of the organization including registration with State Ministry of Women Affairs and Child Development of applicable State.
(ii) Certificate of registration with Cooperate Affairs Commission.
(iii) Profile of management team and members of the board.
(iv) Evidence of financial management systems; accounting, bank and audited financial statements
(v) Evidence of tax payments.
(vi) Evidence of availability of qualified personnel and current curriculum vitae of technical staff including Program Manager, M & E Officer, Finance & Admin. Officer etc.
(vii) Evidence of previous working experience in community-based OVC programming and HIV/AIDS.
(viii) Ability to manage donor funding as evidenced reporting and accountability is very essential.
(ix) Copy of report of previous work with USAID implementing partners on OVC.
(x) Evidence of a physical presence in the proposed Local Government Area (LG A) to offer services
(xi) Demonstrated linkages with the proposed LGAs and communities to be served.
(2.2) Evaluation:
(i) LOPIN-3 Grant Evaluation and Selection Committee (GESC), consisting of technical staff members shall review and short list successful organizations.
(ii) Evaluation shall be based on timely submission and meeting up the eligibility and selection criteria as outlined above.
(iii) Organizations with high scores that satisfy the pre-qualification requirements will be contacted for submission of response to Request for Proposal (RFP).
(2.3) Submission of Expression of Interest (EOI)
EOI should be submitted along with other required documents by email to eoisubgrantees@yahoo.com with the subject “Expression of Interest for OVC Care and Support Services” not later than 19th March 2015.
