Call for Expression of Interest/Invitation to Pre-qualify for Selection for Supply Chain Management (SCM), Programme Management and Monitoring & Evaluation Sub-Recipient (SR) for Global Fund Malaria New Funding Model
Society for Family Health (SFH) has been appointed as Principal Recipient (PR) for Malaria grant for the public and private sector components of the New Funding Model (NFM) from the Global fund to Fight AIDS, Tuberculosis and Malaria (Global fund). SFH as a PR is responsible for improving informed demand and use of malaria prevention and treatment products in 24 states of the federation for a period of 2 years (2015-16).
The Global Fund grants will be implemented in 24 highest burden states. These are: Akwa Ibom, Anambra, Bauchi, Benue, Cross River, Edo, Ekiti, Imo, Jigawa, Kaduna, Kano, Katsina, Kebbi, Kogi, Kwara, Lagos, Niger, Ogun, Ondo, Osun, Oyo, Rivers, Sokoto and Zamfara States.
To implement the New Funding Model, SFH invite proposals from qualified and reputable organizations with relevant experience in the areas of Supply Chain Management (SCM), Programme Management/Implementation and Monitoring & Evaluation (MAE) of Health commodities for appointment as sub recipient (SR). SFH will coordinate funding and provide technical support to the successful organizations and/or group appointed as Sub- Recipient (SR).
SFH intends to engage the services of four (4) SRs: to cover each of the following geopolitical zones of the country North-West, North-Central South-West and South-South. The engagement will be for two years.
Objective of Service: To deliver commodities in the right quantity and quality that supports increase informed demand and the use of malaria prevention, diagnosis and treatment products/services as well as collect and collate data on uptake of these commodities.
Specific Activities
(1) Undertake the distribution of Anti- malaria medications, Rapid Diagnostic Test kits and Long Lasting Insecticidal Nets and related commodities necessary for the treatment, diagnosis and prevention of malaria.
(2) Distribute the above mentioned products and other relevant commodities from the central and regional warehouses to implementing health facilities across the country.
(3) Maintain real-time Logistic Management Information System (LMIS) which is fully operational and able to record client and inventory information system at all levels throughout the supply chain for which it is responsible for and provide data required for prompt, accurate and complete forecasting of health products requirements for programme of this nature.
(4) Conduct data storage and retrieval using approved tools and processes duly ensuring that collated data are transmitted within stipulated timelines and routes to the national level.
(5) Operationalize routine site management to support and improve program implementation and data management at health facility levels
(6) Conduct monitoring of program implementation at the health facility levels
(7) Organize and implement cluster meetings for mentor health providers towards data management, commodity management and program implementation
(8) Develop and maintain Standard Operating Procedures (SOPs) for inventory management of the health products. These SOPs should be made available and used at all levels of the supply chain throughout the duration of this projects.
(9) Ensure that the supply chain system is fully in line with the WHO Guidelines for Good Distribution Practices for Health Products.
(A) Eligibility Criteria
To be eligible for consideration, interested organization must provide the following details:
(a) Profile of the organization, including organization’s certificate of incorporation, physical address, organogram of management structure, ownership (including board membership), and contacts (telephone, facsimile and email).
(b) Profile of management team and members of the Board
(c) Copy of current strategic plan, and details of operating budget for 2012, 2013 and 2014.
(d) Evidence of financial management systems (accounting, internal control, and audited financial statements for the most recent 3 years- 2011, 2011, 2013).
(e) Evidence of previous Logistic distribution (Particularly for malaria projects) handled with details of Grant amounts, funding agencies and period of such Grants. Organizations that have already carried out donor funded projects with budgets similar to or at least 50% as large as US$200,000 will have an advantage.
(f) Evidence of the availability of qualified personnel for carrying out supply chain management, programme management and M&E activities.
(g) Evidence of tax payment for the past 3 consecutive years.
(h) Evidence of VAT registration and proof of remittances and/or tax exemption certificate.
(i) Evidence of Compliance with the Provision of the Pension Reform Act 2004.
(B) Evaluation and Selection of the SR
(a) A technical panel will be constituted to review the EoI and shortlist Applicants to proceed to the next stage of Request for Proposals based on the criteria listed above.
(b) At this stage, a ‘yes’ or ‘no’ qualifier will be proceed to rate all the points above, and organizations with a ‘yes’ response against all the points above will be considered. Only bidders who score more than 80% will proceed to the next stage.
(c) All costs incurred by bidders as a result of this process and any subsequent requests for information shall be borne by the bidding organizations.
(d) Only companies that satisfy the Pre-qualification requirements will be contacted with Requests for Proposal (RFP) and Request for Quotes (RFQ) document.
(e) This advertisement shall not be construed as a commitment on the part of SFH to appoint any organisation nor shall it entitle any organisation to claim any indemnity from SFH

Submission of Application/Closing Date
The code SR/SCM/GFMAL/NFM-14 should be boldly written on the top right corner of the Pre-qualification submission envelope, Name of organisation tendering should also be clearly written on rear of the envelope, failure to do this will lead to disqualification.
