Invitation to Tender for the Supply of a Core Banking System for Microfinance Banks and Consulting Services for Implementation, Training and Maintenance Support after Warranty for the Central Bank of Nigeria (REF: NAMBUITDC/RFP/CBSS/07/13
- The Central bank of Nigeria (hereafter referred to as “CBN” or the Bank”), being the apex Bank of the country, occupies a central position in the economic and social development of Nigeria, As part of its regulatory mandate, it is responsible for the supervision and ensuring operational efficiency to Microfinance banks in Nigeria
- The purpose of this RFP is to solicit competitive proposal from the shot-listed vendors for the supply of a core banking system for the unified IT platform for MFBs and consulting services for implementation, training and maintenance support after warranty.
- In continuation of effort to deepen supervision and bring operational efficiency to Microfinance banks in Nigeria, the Central Bank of Nigeria (CBN) had since 2011 embarked on strong collaboration with industry stakeholders particularly, National Association of Microfinance Banks (NAMB), the umbrella body of the operators, to conceptualize strategic initiative to address operation challenges confronting the sub sector owing to escalating cost acquisition and multiplicity of IT operating platforms which had been one of the factors responsible for the narrow operating margin and a source of concern to transparent regulatory reporting to the CBN. The above effort led to the engagement of a consultant to advise the Bank on the strategic options to implement a Uniform IT application platform for Microfinance banking industry, thus bringing a lasting solution to the challenges with immense benefits to the operators and the supervisors
- CBN now invites sealed bids from bidders for the supply of a core Banking System and consulting service for implementation, training and maintenance support after warranty. This Request for Proposal (RFP) is being extended to a set of eligible and competent Vendors.
- Proposals from single vendors or from multiple vendors working together as a team will both be considered. The Ideal vendor(s) will have certified knowledge and verifiable capacity and Experience in the software industry. Experience in the public or banking sector is preferred, but not mandatory.
General Requirements
Interested and competent vendors wishing to provide the above services to CBN must submit the following documents for verification
a) Evidence of registration with Corporate Affairs Commission
b) Evidence of payment of tax for the last three (3) years as and when due.
c) Comprehensive company profile including registered address, functional contact email address, GSM Phone number(s), facsimile number(s), facsimile number(s).
d) Verifiable evidence of similar jobs successfully executed in a organization similar in size and complexity to the CBN (evidence of verifiable certificate of completion should be provided
e) Reference letter from bank stating financial ability to carry out such project (s)
f) Current company’s audited statement of accounts.
g) Certificate of compliance issued by the National Pension Commission as evidence of employer’s obligation to employees with respect to pensions.
h) Evidence of payment of training contributions to Industrial training fund (ITF).
i) Evidence registration with Financial Reporting Council of Nigeria (FRC).

Submission

- The Financial proposal should be submitted in a second, wax –sealed envelope boldly marked at the top left corner :- “ Financial Proposal for THE IMPLEMENTATION & COMMISSIONING OF A CORE BANKING SYSTEM FOR THE UNIFIED IT PLATFORM FOR MICROFINANCE BANKS (MFBS) IN NIGERIA project”
