Invitation for Expression of Interest (EOI) for 2015 Trainings
1.0 Introduction:
The Federal Ministry of Finance through the Graduate Internship Scheme intends to solicit for (EOI) to undertake Trainings under its proposed 2015 Budget. In compliance with the provisions of Public Procurement Act 2007, the authority wishes to put on notice all interested and competent consultants with relevant experience for consideration for the execution of the following trainings:
LOT I Exit Training for Interns
LOT II Orientation and Employability Training for Interns and Representatives of firms.
2.0 Objective
The objective of the terms of reference is to solicit interest and appoint consultant(s) that will deliver an orientation and employability training for GIS interns and partnering firms representatives in each state in Nigeria based on a standard training manual.
3.0 Scope of Work:
The consultant is expected to develop appropriate training modules that will address the objective listed above, and carry out the following as well:
- Train a minimum of fifty (50) and maximum of hundred (100) interns on established training modules and manual. For Exit Training
- Train a minimum of (100) interns and host firms’ representatives based on established training modules and manual. For Orientation and Employability for interns and Representatives of Firms
- Provide logistics and facilitation support for the delivery of training
- Ensure that the provided training manual is adhered to.
- Identify gaps (arising from delivery of current modules) that could enhance content and quality of training
- Ensure training is delivered in an interactive manner.
4.0 Requirements for Qualification:
(a) Evidence of registration with Corporate Affairs Commission (CAC). Copies of Certificates of Incorporation and Articles and Memorandum of Association should be submitted.
(b) 3 Years Audited Accounts for 2012, 2013 and 2014.
(c) 3 Years Tax Clearance Certificate for 2012, 2013 and 2014.
(d) Evidence of VAT registration (colour photocopy of Certificate should be submitted).
(e) Profile of the firm and CV of key personnel to undertake the training with their qualifications and experience(s) clearly stated.
(f) Evidence of Compliance with Pension Reform Act, 2014.
(g) Evidence of Contribution to Nigeria Industrial Training Fund (ITF).
(h) Details of relevant verifiable experiences on similar past projects. Please attached copies of transaction document including project completion certificates.
(i) All relevant information concerning physical address, telephone, fax, e-mail of the company and its representative.
(j) Evidence of Financial capability (attach copy of recent Bank Statement),
(k) Evidence of VAT and Tax Remittance.
5.0 Collection of Bid Documents:
Bidding documents will be collected from the Assistant Director (Procurement), Graduate Internship Scheme (SURE-P), 4th Floor, Room 420, Federal Ministry of Finance, Headquarter, Ahmadu Bello Way, Abuja from Thursday, 13th August, 2015 on presentation of Bank Draft of payment of a non-refundable processing fee of N20,000.00 (Twenty Thousand Naira) only, Per Lot to the account stated below:

6.0 Submission of Bids:
Both Technical and Financial Bids must be in separate envelopes and clearly marked appropriately Graduate Internship Scheme and enclosed in two separate sealed envelopes.

The sealed documents are to be submitted to the Procurement Office, Room 420,4th Floor, Federal Ministry of Finance, Abuja, not later than 12 noon on Thursday, 17th September, 2015.
7.0 Bid Opening:
Bid Opening shall be carried out by 2 p.m. on Thursday, 17th September, 2015 at the Federal Ministry of Finance Main Auditorium, Ground Floor, in the presence of all bidders or representatives who choose to attend.
Note
(i) Late submission will not be entertained.
(ii) The Graduate Internship Scheme reserves the right to reject any document it considers to be doubtful authentically or not in line with any of the conditions stated above.
(iii) This notice shall not be construed to be a commitment in the part of the centre to award any form of contract to any respondent nor shall it entitle any organisation to claim any indemnity from the centre,
(iv) All interested Professional Bodies, accredited NGOs and Observers are hereby invited to witness the Bid opening exercise at the time and address stated above.
