 Invitation for Technical and Commercial Tenders: Supply of Oil Spill Response Equipment

(1)       Introduction:

Clean Nigeria Associates Ltd Gte, (CNA), is an independent, non-­profit company, formed and funded by 15 oil producing companies operating in Nigeria, to respond to their Tier 2 oil spill response needs. CNA invites the submission for Technical & Commercial tenders of experienced equipment Suppliers to provide specified oil spill response equipment required to upgrade CNA’s Oil Spill Response Capability as part of CNA’s Development and Upgrade Program. 

(2)     Scope of Work:

The services involves supply of Booms, Skimmers / spare parts etc and shall include the placement of order, importation, (CIF) shipment to a Port in Port Harcourt, clearing from port of entry, transportation and delivery of specified oil spill response equipment to CNA’s warehouse at Port Harcourt Rivers State. The delivery of required equipment shall be in conformity with specifications as will be detailed in the commercial tender document.

(3)     Technical

In order to be considered, interested companies with relevant experience should submit a Technical tender which must be accompanied by the following documents:

(a)        Copy of Certificate of Incorporation in Nigeria

(b)       Copy of 2014 and 2015 certificate (or proof of renewal for 2015) of registration with the Department of Petroleum Resources for oil spill equipment procurement (Major Category).

(c)        Full details of Company Profile including organizational structure and available resources with a list of at least five (5) relevant key professional staff.

(d)       Certified true copy of memorandum and article of association.

(e)      Company’s Audited Account for the last three (3) years.

(f)      Current Tax Clearance Certificate for the last three (3) years.

(g)     Nigerian/ local content inclusion plan.

(h)     Current company approved Health, Safety and Environment (HSE) manual with signed policies.

(i)      Five years cognate experience in procurement in the oil and
gas industry with verifiable evidence.

(j)      Any additional information that will enhance the potential of the company.

(4)     Commercial Submission

Interested companies who have met the criteria above and wish to submit Commercial bid are requested to download the commercial bid document from www.cnang.org (Main Menu/Tender download). The downloaded commercial bid document should be completed and submitted in separate envelope along with the Technical tender.

All submissions should be in SEPARATE sealed packages and clearly marked “Technical Tender for Supply of CNA Oil Spill Response Equipment 2015” and “Commercial Submission for Supply of CNA Oil Spill Response Equipment 2015”. Two hardcopies each of the Technical information and Commercial Submissions are to be submitted in FOUR separate sealed envelopes. Submissions should reach the address given below not later than 11:30AM, on Friday 4^th September, 2015.
