Consultancy Services required to develop a sustainability plan for the Nigeria Field Epidemiology and Laboratory Training Program
Background:
The Nigeria Field Epidemiology and Laboratory Training Program (NFELTP) (www.nigeria-feltp.net) was Created in 2008 with a goal of building a trained public health workforce to strengthen surveillance and response systems in the country. The program is a multi-agency collaboration between the Federal Government of Nigeria (Federal Ministry of Health & Federal Ministry of Agriculture and Rural Development), U5 Centers for Disease Control and Prevention (CDC), Ahmadu Bello University, University of Ibadan and African Field Epidemiology Network (AFENET) (www.afenet.net).
The program is headed by the Chief Consultant Epidemiologist within the Nigeria Centre for Disease Control (NCDC), FMOM.
The program trains physicians, health scientists, public health laboratory scientists, and veterinarians. Over the last 7 years, the program has recruited and trained 262 epidemiologists across the 36 states of the Federation; with a target of having at least 1 well trained epidemiologist per 200,000 population. The program is supported technically and financially by the US Centers for Disease Control and prevention (CDC) through the President’s Emergency Plans for Aids Relief (PEPFAR). Additional funding support is provided through the US Biological Engagement Program (BEP) and the Presidential Malaria Initiative (PMI). The CDC’s Global Immunization Division also provides funding support.
PEPFAR provides the bulk of funding for NFELTP, through a five year cooperative agreement with the
African Field Epidemiology Network (AFENET). As this funding mechanism approaches its end, there is need to develop a plan for the sustenance beyond PEPFAR. This is especially important as NFELTP has established itself as a strategy to provide a trained public health workforce to strengthen surveillance and response systems in the Nigeria.
NFELTP has now reached a stage where a transition plan to public or/and private host entities is needed to address its increasing mandate to provide a trained public health workforce to strengthen surveillance and response systems in the country by diversifying its funding base.
AFENET seeks to engage a public health management consulting company or consultant to create a transition plan to serve as a roadmap for NFELTP from where it is now to where it needs to be to address its mandate and ensure its sustainability.
Expected deliverables of consultancy;
The transition plan should address the following concerns:
- Program transfer and ownership to host entities (public or/and private)
- Institutionalization of the NFETLP program as part of Nigeria’s public health emergency response structure and how it fits into/or with the NCDC (exploring other country public health response systems)
- Sources of funding/financing support for program outside PEPFAR
- Other mechanisms for NFELTP program sustainability
- Suggested transition time-line that ends by the end of September 2016
- Post-residency (Graduates)’ application to the support of Nigeria’s public health system and options form vocation and further career development.
Qualifications of the Consultant: The ideal consultant(s) should have more than 10 years of field epidemiology practice at a senior level with published experience in developing strategies and plans for field epidemiology and laboratory training programs. The ideal consultant must have experience in working in Nigeria and familiarity with the Program’s stakeholders (indicated in paragraph 1 above) and other contextual issues of the Nigeria FELTP.
