Solicitation for Radio Broadcasting
The International Foundation for Electoral Systems (IFES) – Washington DC, invites your firm to participate in this competitive solicitation for pricing, delivery and terms of potential sale on the following services for IFES’ office in Nigeria.
Background
IFES is an independent, non-governmental organization (NGO) with headquarters registered in the United States. IFES promotes democratic stability by providing technical assistance to the electoral cycle worldwide to enhance citizen participation and strengthen civil societies, governance and transparency.
Description of Services
The selected service provider will provide the following services:

Broadcasting of Electoral Alternative Dispute Resolution publicity jingle | 30 slots/Air time nationally | Radio broadcasting of 60 second Electoral Alternative Dispute Resolution publicity jingle nationally in Nigeria. The jingles must be aired during, peak time. The service provider’s bid must include the following:· States that will be covered by the broadcast· Names and locations of radio stations that will broadcast the jingles;
· A broadcast schedule indicating when the jingles will be broadcast (including day and time) |
Broadcasting of anti-violence jingle. | 30 slots/Air time nationally | Radio broadcasting of 60 second anti-violence jingle nationally in Nigeria. The service provider’s technical proposal must include the following:· States that will be covered by the broadcast· Names and locations of radio stations that will broadcast the program
· A broadcast schedule indicating when the program will be broadcast (including day and time) |
Service providers are encouraged to offer coverage in as many states as possible, or all, of Nigeria’s 36 states plus the Federal Capital Territory (FCT).
While service providers are not required to include monitoring costs in their bids, it is strongly encouraged Service providers will monitor the broadcasting in three ways;
(1) The selected service provider will make a sample recording of programs aired on a daily basis, which will be compiled weekly and sent to the IFES Nigeria office.
(2) The selected service provider monitoring staff will record every time a broadcast spot is run; including time that the Electoral Alternative Dispute Resolution jingles and the anti-violence jingle were aired. These records will be compiled and given to IFES Nigeria on a weekly basis.
(3) After completion, the selected service provider will obtain an official certificate of broadcast from the radio stations verifying the number of jingles that were aired.
Costs associated with the monitoring of jingles and radio drama must be included as a separate cost item in the service provider’s quote.
IFES reserves the right to change the number of time slot units before issuance of final contract.
Evaluation
IFE5 will evaluate bids based on the following criteria:
(i) Cost/Budget Competitiveness 40 Points
(ii) Technical Responsiveness 30 Points
(iii) Capacity/Experience 30 Points

All offers must be sent to Mrs Salima Wiggins, at swiggins@ifes.org and Mrs Jenny Xu, at jxu@ifes.org or in a hardcopy sealed bid which must be on a company’s letterhead with company’s contact name and address. Preference will be given to bids submitted through email; however, sealed bids may be dropped off in person to IFES’ field office in Abuja. Email submission should have “RFQ/15/153” and the service provider name in the subject line.
General Terms and Conditions
(1) Prices quoted must be valid for 90 days.
(2) Unit prices are required and in the case of discrepancies between unit price and total price, the unit price will be taken as reference basis in the evaluation.
(3) All procurement will be subject to IFES contractual obligations and contingent on the availability of donor funding.
(4) IFES reserves the right to accept or reject any quotation or stop the procurement process at any time, without assigning any reason or liability,
(5) IFES reserves the right to accept all or part of the quotation when awarding the purchase order.
(6) All information provided by IFES in this RFQ is offered in good faith. Individual items are subject to change at any time. IFES makes no certification that any item is without error. IFES is not responsible or liable for any use of the information or for any claims asserted there from.
(7) IFES reserves the right to require any bidder to enter into a non-disclosure agreement.
(8) The RFQ does not obligate IFES to pay for any costs, of any kind whatsoever, which may be incurred by bidder or any third parties, in connection with the Response. All Responses and supporting documentation shall become the property of IFES, subject to claims of confidentiality in respect of the Response and supporting documentation
Form/Content of Response and Requirements
All quotations shall:
(1) Be in the English language.
(2) Include a detailed bid for the above listed services. Costs associated with the monitoring of jingles and radio programs must be included as a separate cost item in the service provider’s quote.
(3) Include a list of states that will be covered by the broadcast, the names and locations of radio stations that will broadcast the jingles and radio drama, and a broadcast schedule indicating when the jingles and radio programs will be broadcast (including day and time).
(4) General information about the bidder history and experience & detailed description of past experience providing similar services to international NGOs.
(5) Names, addresses and telephone numbers of three business references, and approval to contact listed references.
(6) Contain detailed cost in local currency, with applicable Tax/Charges clearly identified, provided against each of the categories of services described in this request.
(7) Include a contact name, email address, and telephone number to facilitate communication between IFES and the Bidder.
(8) A brief outline of the company and services offered, including:
- Full legal name and address of the company or individual;
- Full legal name of company’s President and / or Chief Executive Officer (not applicable for individuals);
- Year business was started or established
(9) All questions and responses must adhere to the schedule noted above and shall be to the attention of Salima Wiggins at swiggins@ifes.org and Jenny Xu at jxu@ifes.org.
