Invitation for Expression of Interest of Consultant(s) to Design and Implement an Enterprise Risk Management framework
(A) Introduction:
(I) The Federal Mortgage Bank of Nigeria, an Apex Secondary Mortgage Institution set up to promote development of low interest, affordable and decent houses for low and medium earners towards homeownership nationwide, having recognized the need to strengthen the Risk Management operation of the Bank is seeking for Expression of Interest from reputable consultants to design and implement an Enterprise Risk Management framework for the Bank.
(II) The firms that have responded to our earlier advertisements on this subject should please re-submit their applications for consideration.
(B) Scope of Services:
The Scope of work shall include:
(I) Enterprise Risk Management framework and design which includes planning and organization, diagnostic review, design and documentation of our organizational system.
(II) Enterprise Risk Management Implementation, this involves defining road maps for each risk areas, identifying key risk indicators, defining risk appetite and strategic risk management process.
(III) Enterprise Risk Management Training, this includes all staff and board members.
(IV) Other specific needs as to be identified by consultant necessary for the risk management strategies for FMBN are also welcomed.
(C) Qualification/ Requirements.
(I) Evidence of registration with Corporate Affairs Commission (CAC)
(II) Evidence of Tax Clearance for at least 3 years.
(III) Copy of Value Added Tax (VAT) certified for the last (3) years.
(IV) Names and addresses of clients for each referred projects on item(s) above including telephone numbers and e-mail addresses.
(V) Description of similar assignments, experience in similar conditions, availability of appropriate skills etc.
(VI) Evidence of compliance with the provision of the Pension Reforms Act 2004.
(VII) Corporate Profile of Management and Key Technical, Professional Staff
including evidence of their registered address, functional e-mail address,
mobile telephone numbers and Fax.
(VIII) Letter of guarantee from the company’s Bank.
(IX) Evidence of compliance with Industrial Training Fund Act 2007.
(X) Evidence of compliance with NSITF Act.
(XI) Evidence of compliance with Financial Reporting Council Act.
(D) Submission of Document(S)
(I) The completed documents should be enclosed in a SEALED envelopes and marked “Expression of Interest for Risk Management Framework” and addressed to.

(II) The sealed envelope should be deposited in the Tender Box at the office of the HOD (Organizational Resourcing), 2nd Floor, Head Office Building, Abuja.
(E) Closing/Opening Date
The Submission of documents closes at 12noon on Monday, May 25th 2015 and will be opened immediately on the same date at the Bank’s Board Room, 4th Floor, Head Office Building, Abuja. The documents shall be opened thereafter In the Boardroom of the Bank’s Headquarters, Abuja.
(F) Please Note:
(I) The Bank will not enter into any correspondence with any Consultant or Firm as to why they are not successful. All incurred and associated expenses in preparation of the Bid shall be borne by the prospective Consultant(s) /Firm. Applications received after the closing date and time shall be disregarded
(II) Only shortlisted consultants will be invited for the financial bids.
