Private Sector Engagement for Operation and Maintenance of Water Schemes/Facilities in Small Towns of Rivers State, Nigeria
The USAID funded Sustainable Water and Sanitation in Africa (SUWASA) in Rivers State is implementing a twenty -seven months urban water and sanitation sector reform project aimed at supporting the Rivers State Government in implementing the Rivers State Water Law 2012. One of the agencies that is receiving the support is the newly established Rivers State Small Towns Water Supply and Sanitation Agency (RSSTOWA), which has a mandate to provide water supply and sanitation services to the people in areas classified as Small towns by the Water Sector Development Law 2012, Over 1 million people living in these small towns have limited access to safe, affordable, reliable and sustainable water and sanitation services.
This EOI is solely at the instance of the Rivers State Ministry of Water Resources and Rural Development (RSMWRRD) who recently made a policy to engage the private sector in the operation and management of small town water services. In this regard, RSSTOWA, a statutory agency of RSMWRRD intends to engage private sector operators for the operation and maintenance (O&M) of water schemes/facilities in 6 small towns within 3 Local Government Areas (LGA) of Rivers State: Ataba in Andoni LGA, Eleme in Eleme LGA, and Terabor, Bodo, Deken, and Yeghe in Gokana LGA.
The scope of O&M will include sourcing the water (mainly from boreholes), treatment, distribution, billing and collection, and payment for energy costs, staff salaries, chemicals, supplies and other associated costs.
RSSTOWA is requesting Expression of Interest (EOI) from qualified and experienced private sector operators to manage the identified water schemes.
Due to the nature of required services, only firms possessing demonstrable technical knowledge, experience, and expertise in managing water schemes of similar nature are encouraged to respond. All interested firms are advised to conduct a self-sponsored feasibility study of the water scheme and location of their interest and subsequent EOI limited to not more than two (2) of such. Interested parties should send-in an EOI not exceeding six page with the following information;
- Firm’s profile and registration status in Nigeria
- Listing of 3 company-managed water schemes in Nigeria, West Africa, or elsewhere in Africa in the same or similar socio-economic conditions as those of Nigeria, including location and other pertinent summary data for the managed water scheme
- Any other relevant information the firm would choose to provide to Substantiate its experience and capability to operate and manage successfully a local water scheme
Firms will be shortlisted based upon an evaluation of the EOI submission. Only the shortlisted firms will be forwarded a prepared Request for Proposal for the submission of a bid to perform the required work.
