Request for Expressions of Interest
The Federal Government of Nigeria (FGN) has obtained a credit from the International Development Association (IDA) under the Public Private Partnership (PPP) Project and intends to apply part of the proceeds of the credit to payment for the services of a reputable Environmental and Social Impact Assessment (ESIA) Adviser for Kirikiri Lighter Terminals 1 & 2.
The FMF/Nigerian Ports Authority (NPA) intends to appoint an ESIA Consultant firm to carry out the ESIA of the KIT I & II terminals to ensure sound and sustainable environmental and social compliance that meet best practices in compliance with applicable Nigerian EHSS legislation and World Bank safeguard policies.
Objectives:-
The objective of the ESIA is to determine the nature and extent of all environmental and social areas of concern at KiriKiri Light Terminals 1 & 2. Essentially, the ESIA is set to achieve among other objectives, some of the following;-
(a) To determine all legal concerns, laws and policies that have influence on the activities carried out at KLT & 2 including the laws of Lagos state (LASEPA), NIMASA, International Marine laws, World Bank laws and Nigerian EIA laws,
(b) To review the Nigeria PPP Environmental and Social Management Framework (ESMF) and the Environmental Audit prepared in 2012 as well as the Full Business Case for KLT 1 & 2 to harness inputs from the documents relevant to the present study;
(c) To ensure that the proposed use of KIT 1 &2 upon concession is carried out in line with sound and safe environmental and social best practices;
(d) To ensure that environmental and social risks are avoided, reduced or mitigated to the barest minimum; ETC
Scope of Work:-
The scope of work required of the Environmental Advisers is outlined below and the Consultant should carry the Federal Ministry of Environment (FMEnv) along throughout the assignment as prescribed in the ESMF, in line with the Nigerian EIA Procedures: –
- The Consultant to be appointed for this assignment will be required to identify potential EHSS concerns that may be a potential liability, and develop the scope, costs and schedule for mitigation and Monitoring Plan as well as Environmental Remediation and Compliance Plan (ERCP) in order to timely and efficiently address the identified adverse impacts.
- The Consultants will undertake an inspection of the KLT 1 & 2 sites, installations and operating practices, and document baseline conditions including pollution problem (if any). They will also assess environmental impacting factors (notably gaseous, liquid and solid effluents) and environmental impacted components (notably air quality/pollution, sea water quality/pollution, soil pollution and health/safety/security matters.
Other tasks of the consultant will include but not limited to the following: –
(a) Review the Environmental Audit report prepared for the project and the Full Business Case report to harness relevant items that the ESIA will tend to address;
(b) Assessment of the waste stream and quantity to be generated during dredging and prepare a waste management plan for sound and acceptable waste collection and disposal;
(c) Access the impacts of the Quay repair and dredging on water users and aquatic habitat and proffer specific mitigation measures;
(d) Access the impact of heavy machines (dredging vessel) to be used in dredging (including possibly oil seepage and water pollution) and the mitigation/remediation measures;
(e) Describe the nature of the social organization (culture, tribe, population, education and language) applicable to the populations that live or work at the KLT 1&2;
(f) Carry out stakeholder mapping of the project area. This will entail obtaining available data from the NPA environmental and safety department, meetings and consultations with KLT 1 &2 facilities management and relevant staff, police unit and tenants within KLT, relevant government/town authorities, environmental experts and other bodies deemed necessary; such as the Ministry of Environment, EIA Department, LASEPA, NIMASA, etc.
(g) Assess and verify the lease status and rights of the tenants and advise whether involuntary resettlement will be triggered by the project;
(h) Identify formal tenants to NPA within the KLT 1&2, and the lease status/right of each one to the area occupied;
(I) Identify the capacity to monitor the execution of the remediation action plan within and outside the two terminals and training needs to ensure efficient implementation of the Environmental and Social Management Plan;
(j) Develop Environmental and Social Management Plan for these terminals;
The Federal Ministry of Transport in collaboration with the Federal Ministry of Finance through the Nigerian Ports Authority (NPA) and the Public Private Partnership Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Submission of Expressions of Interest (EOIs):
Prospective Environmental Advisers should submit Expression of Interest detailing the following information as basis for pre-qualification:
- Profile of firm/consortium including ownership structure of the firm with full contact details of each firm;
- Details of direct experience advising governments in the Environmental and Social Impact Assessment;
- Track record of successful completion of Environmental and Social Impact Assessment, particularly in the water transport sectors;
- Relevant experience in ESIA with World Bank financed Projects during the past five (5) years’ Experience working in Nigeria and/or sub-Saharan Africa;
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrower, Revised January 2011. A firm will be selected under Consultants Qualifications (CQ) method in accordance with the procedures set out in the guidelines: Selection and Employment of Consultant under IBRD Loans and IDA credits by World Bank Borrower, January 2011.
