Request for Expression-of-Interest (EOI) from State Governments in the South-East Geopolitics Zone of Nigeria to Host the Central Bank of Nigeria Enterprenuership Development Centre (EDC) in the Zone
(1) Introduction
Applications are hereby invited from State Governments within the South-East zone to bid for the establishment of the Central Bank of Nigeria-Entrepreneurship Development Center (CBN-EDC).
(2) Objectives of the EDCs
The CBN has supported the establishment of EDC in the six geopolitical zones in Nigeria since 2008.
The specific objectives of the EDC include:
(i) to develop skills of potential entrepreneurs to successfully start or expand and manage their businesses as well as link them with financial institutions to enable them access capital, especially from Microfinance Banks (MFBs);
(ii) to raise new class of entrepreneurs/business owners, who can successfully manage MSMEs that will provide the bridge for future industrialization of the country, and also be able to compete in the global market; and
(iii) it is targeted at school leavers and tertiary institution graduates.
(3) Criteria for the Selection of the Host State
State Government wishing to host the EDC in their States are expected to meet the under-listed conditions:
(1) Provide facilities to support the smooth and effective operations and delivery of the required services to trainees such
as:
- Physical Structure (offices, training halls, appropriate furniture, generator, utility vehicle etc)
- Training Materials (lecture/instruction materials, computers etc)
- Equipment for hands-on training
- Other support infrastructure that will be incidental to the smooth delivery of the Centre’s objectives;
(2) Provide incubation Centres which will offer on-site business development facilities to aid trainees in session to enable them have hands-on experience in their chosen vocation;
(3) Provide facilities that focus on the end of the business development cycle by providing experienced business support, high quality facilities and management services for business start-ups;
(4) Commitment to provide financial support to enable graduates establish (start-ups) or expand their businesses;
(5) Establish the Centre in a location that will be easy to access by the target beneficiaries in the South-East zone and enlist/coordinate the participation of other States within the zone;
(6) Provide counter-part funding and details of how the Center will be self- financing and sustainable after the exit of the CBN;
A Memorandum of Understanding (MoU)/Tripartite Agreement will be executed with the successful State Government.
Interested State Governments within the South-East geo-political zone are hereby invited to submit their EOI for the establishment of the Entrepreneurship Development Centre in their State to the address below, not later than 25th March, 2015.
