Assignment Title: Consultancy for conducting a Tax Survey and Enumeration in Six Local Government Areas of Edo State and Reviewing the Organisational Structure of the Edo State internal Revenue Service

The Federal Government of Nigeria has received financing from the International Development Association (IDA) towards the cost of the State Employment and Expenditure for Results Project. Edo State is a beneficiary of the credit and intends to apply part of the proceeds to hire a Consulting firm for conducting a Tax Survey Enumeration in Six Local Government Areas in the State and review the organisational structure of the Edo State Internal Revenue Service (EIRS).
The Consultancy assignment is aimed at carrying out a biometric tax survey and enumeration exercise in six Local Government Areas of Edo State to identify new taxpayers as well as verifying the existing taxpayer database of Edo State and review the organisational structure of the EIRS.
This would meet Edo State Internal Revenue Service’s need in broadening its tax/revenue base as well as increasing its potential for improved Internally Generated Revenue (IGR) in a sustainable way.
In the light of the above, the State Project Coordinating Unit hereby invites eligible Consulting firms to indicate their interest in providing the Services required. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The short listing criteria are:
The firm must be a reputable firm with an efficient Tax Administration and Human Resource development units. The firm must have carried out a reasonable number of tax administration and Human Resource reform assignments in the last five years. The firm should be able to r demonstrate evidence of experience in tax administration reform and Human Resource reform in the public sector in Nigeria or any African country.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and SPA Credits & Grants] by World Bank Borrowers January 2011 Edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
Consulting firms will be selected in accordance with the Quality and Cost Base Selection (QCBS) method set out in the Consultant Guidelines.
