Credit No. 4667-0 NG. This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. (insert number) of 26th November, 2010.

The Federal Government of Nigeria has received credit from the International Development Association (IDA) for implementing Public Sector Governance Reform and Development Project (PSGRDP). The project development objective is to improve transparency, accountability and quality in public finance and human resource management systems, with a view to strengthen governance in participating states.
Kogi State is one of the beneficiaries of the credit facility and intends to apply part of the proceeds of this credit to payments under the contract for consultancy services for a Diagnostic Review of existing Mentoring System and Design a Monitoring and Evaluation System for Relevant Ministries, Departments and Agencies (MDAs).
The objective of this Consultancy Service is:
(a) to carry out a diagnostic review of existing M&E system, (b) Conduct a comprehensive M&E training needs assessment for MDAs (c) Develop an M&E implementation manual and (d) Disseminate the M&E implementation manual developed, e) Develop a web based monitoring information management system with functional specifications.
The Kogi State Public Sector Governance Reforms and Development Project now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochure, description of similar assignment, experience in similar condition, general qualifications and availability of appropriate skills among staff). The proposed assignment is expected to bring international best practice and ideas into Monitoring and Evaluation System in the State. As such, eligible firms could associate to complement their skills in delivering a monitoring and evaluation system that is based on international best practice.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines; Selection and Employment of Consultants by World Bank Borrowers. January 2011.
