Invitation to Pre-Qualify for Embedded Generation
Interested parties are invited to submit pre-qualification applications to Eko Electricity Distribution Plc for the following programme:
Provision of electrical capacity and energy to Eko Electricity Distribution Plc by Embedded Generators.
Pre-qualification (PQ) no: EKEDC/PSD/001/2014.
Background
Eko Electricity Distribution Plc has recently been privatized as part of the comprehensive power sector reform recently undertaken by the Federal Government of Nigeria. The Company is responsible for supplying electricity to customers across a wide area from the Seme border in the West to Ajah in the east and including Southern Lagos. The Company constitutes the following business units. Agbara, Ajele, Apapa, Festac, Ibeju. Ijora, Island, Lekki, Mushin, Ojo and Orile
As a result of the persistent and significant supply to demand gap (currently estimated in thousands of MW in the Eko Electricity Distribution Plc supply area). Eko Electricity Distribution Plc wishes to contract embedded generators to supply embedded power to improve quality of supply to customers. It is foreseen that approximately 500MW of power will be contracted by Eko Electricity Distribution Plc within the next twenty-four (24months).
Pre-Qualification of Prospective Embedded Generation Companies
This Pre-Qualification is the first stage of a NERC approved procurement process to contract for embedded generation capacity and energy for delivery to Eko Electricity Distribution Plc at identified connection/delivery points. The process is intended to:
(i) form a sound basis for determining market interest in embedded power; and
(ii) provide sufficient information to enable Eko Electricity Distribution Plc to compile a short list of prospective embedded generators. This Advert is not a Request for Proposals but does require Applicants to indicate in which geographic area they would wish to develop projects. The document is based on standard documentation used internationally for the pre-qualification of contractors.
Prospective applicants who do not possess the necessary technical experience and capacity must ensure that they have agreements with competent technical partners to improve their chances of being shortlisted. Proof of such technical partnership is required in the submission. Applicants are also required to submit all documents and information specified to prevent disqualification. Applicants will be evaluated on the following items:
- General IPP/captive power development and operational experience
- Project Management Experience in developing countries
- Operational experience in Africa, particularly Nigeria
- Audited accounts for the last three financial years
- General completeness of submission
Applicants are required to examine the pre-qualification invitation document carefully before making a submission.
Pre-Qualification Schedule
On Tuesday March 25, 2014, after midday, a set of pre-qualification invitation documents will be available to interested parties on our website: www.ekoelectricityng.com or at Eko Electricity Distribution Plc Headquarters.
