Invitation for Submission of Technical and Financial Bids for MDG 2014 Special Projects (Works)
1.0 Introduction
The Federal Government of Nigeria through the Office of The Senior Special Assistant to the President on Millennium Development Goals (OSSAP- MDGs) is desirous of executing MDGs Special Projects in various locations in the 36 states of the Federation and the Federal Capital Territory (FCT). It therefore requires the services of competent Contractors for the construction of the projects listed below:
1.1 Works Projects Required
LOT 1W Construction of Vocational /ICT Centre complete with furniture and ICT accessories.
LOT 2W Construction of Skill Acquisition Centre complete with furniture (Type A)
LOT 3W Construction of Skill Acquisition Centre complete with furniture (Type B)
LOT4W Construction of Community Hall complete with furniture (Type A)
LOT 5W Construction of Community Hall complete with furniture (Type B)
LOT 6W Construction of Primary Health Care Centre complete with furniture (Type A)
LOT 7W Construction of Primary Health Care Centre complete with furniture (Type B)
LOT 8W Construction of Obstetrics and Gynaecology Unit
LOT 9W Construction of Computer Centre with Solar Powered System complete with furniture and Computer accessories
LOT 10W Construction of 3 Classroom Block plus VIP Toilet and Hand pump borehole complete with furniture
LOT 11W Construction of 3 Classroom Block plus VIP Toilet and Hand pump borehole
LOT 12 W Construction Community Library Block complete with furniture
LOT 13W Construction of 1No. Block of 1- Bedroom Semi- Detached Bungalow Staff Quarters for Primary Health Care Centre
LOT14W Construction of 1No. Block of 2- Bedroom Semi- Detached Bungalow Staff Quarters for Primary Health Care Centre
LOT 15W Construction of Solar Powered Borehole
LOT 16W Construction of Hand Pump Borehole
LOT 17W Construction of Water Works
LOT 18W Construction of Solar Street Light
LOT 19W Construction of Rural Access Road complete with Asphalt finish
LOT 20W Construction of Rural Access Road complete with Surface Dressing finish
LOT 21W Construction of 300KVA Transformer Relief Sub- Station
LOT22W Construction of 500KVA Transformer Relief Sub-Station
LOT 23 W Construction of Minor Irrigation Project
Competent and interested Bidders are invited to submit Technical and Financial Bids for the individual works listed above.
2.0 Eligibility Requirements
a) Evidence of Registration with Corporate Affairs Commission (CAC), namely Certificate of Incorporation and Articles of Association;
b) Tax Clearance Certificate for the last three years i.e. 2011, 2012 and 2013.
c) Evidence of Registration with Pension Commission and Remittance of Pension Contributions of employees for Companies with more than five (5) employees;
d) Evidence of VAT Registration and Remittance to Federal Inland Revenue Service;
e) Detailed Company Profile, including Curriculum Vitae, Academic and Professional Certificates of Professional Staff to be used for the construction of the projects, their work experience and attestation of their availability;
f) Evidence of experience of the Company’s in at least three (3) jobs of similar nature and complexity executed within the last three years with verifiable letters of contract awards from recognized Government or other reputable Agencies, evidence of payment and Certificate of job completion;
g) Evidence of Financial capability and letter of reference from a reputable bank;
h) For Joint Ventures, Memorandum of Understanding should be included;
i) Full and verifiable address of firm and contact phone number;
j) Annual Auditors Report for the last three years i.e. 2011, 2012and2013;
k) Evidence of Industrial Training Fund (ITF) Contribution
l) Proposed methodology and work plan i.e. Technical Approach, Work plan and Organisarion;
m) Evidence of Registration with Financial Reporting Council of Nigeria.
3.0 Collection of Bids
Competent Bidders shall on written application and upon presentation of evidence of payment of a non- refundable tender fee of N15, 000 in favour of OSSAP- MDGs. Abuja, collect Standard Bidding Documents from:

Central Business District, Abuja.
4.0 Submission of Bids
Technical and financial bids (2 hard copies and 1 Soft copy for each bid) shall be submitted in two different sealed envelopes and labeled “Technical Bid” and ”Financial Bid” respectively with the Company’s name indicated on each Bid and at the back of each envelope. Both envelopes should be sealed and placed in a third envelope marked with the “Name and Lot of Project bided for at the top right hand corner and the company’s name indicated in the back of the envelope and addressed to:

Federal Secretariat, Shehu Shagari Way,
Central Business District, Abuja
4.1 The closing date for the submission for all Bids is 1 2.00 noon, Wednesday 26th February, 2014.
5.0 Things to Note
a) Only Bidders whose Technical Bids fulfill the minimum eligibility requirements will have their Financial Bids considered;
b) No Bids submitted after the closing date will be accepted or considered.
c) Bids that do not have the Company’s name and verifiable address on them will not be considered;
d) No advance payment will be made;
e) All enquiries should be directed to The Office of the Senior Special Assistant to the President on MDGs at the address in 4.0 above.
6.0 Opening of Bids
All Bids will be opened on Wednesday 26th February, 2014 at Block E Conference Hall, Federal Secretariat Phase 2 at 12.00 noon in the presence of all Bidders who wish to witness it, representatives of relevant Professional bodies and representatives of Non- Governmental Organisation in Transparency and Anti- corruption.
7.0 Disclaimer and Conclusion
The Office of The Senior Special Assistant to the President on Millennium Development Goals (OSSAP- MDGs) will not be responsible for any cost or expenses incurred by any interested party(ies)in connection with any response to this invitation.
