Request for Proposal for Quantitative Baseline KAP Survey

(1) Background
BBC Media Action is the international development charity of the BBC. Established in 1999, the organisation seeks to reduce poverty and provide information to people around the world, through media programmes and campaigns that inspire and inform. Since its foundation, BBC Media Action has worked in developing and transitional countries in Africa, Asia, the Middle East and Eastern Europe on projects that deal with issues of health, resilience, governance, education, environment, livelihoods and emergency response.
BBC Media Action is implementing the UNICEF funded MERCI project, which uses media and communications to reduce childhood deaths and preventable disabilities in high-risk areas of northern Nigeria by enabling people to make informed choices about routine childhood immunizations. The key deliverables of this initiative will focus on encouraging communal discussions, as well as to foster positive attitudes towards immunizations among populations in six focal States of Kaduna, Kano, Sokoto, Jigawa, Zamfara and Katsina.
BBC Media Action is planning a baseline survey to measure people’s knowledge, attitude and practice with respect to the key indicators as well as establish a benchmark for measuring the impact of the project according to specific indicators.
It is against this background that research agencies are invited to submit a proposal to conduct the quantitative baseline survey in accordance with the guidelines outlined below. However this service excludes comprehensive analysis and reporting. Proposal deadline is 23rd March, 2015.
(2) Research Plan
(2.1) Research Objectives
- To evaluate the knowledge levels of the causes and consequences of polio and other vaccine preventable diseases within the target population.
- To evaluate the knowledge levels about vaccination within the target population.
- To assess the perceptions among caregivers of vaccination in caring for children.
- To investigate existing suspicions about vaccination initiatives.
- To assess the perceptions of polio as a risk to the wellbeing of children that parents need to
- To evaluate the intentions of caregivers to have children vaccinated.
- To assess the levels of community support for vaccination.
(2.2) Permission to Conduct Research
Agency should outline approach to seeking ethical approval. The agency will be responsible for obtaining appropriate local authority approval to conduct fieldwork in each study state.
(2.3) Instrument
Upon commissioning, BBC Media Action will provide the agency with the survey questionnaire in English, Interviewer handbook and data entry codebook. The survey instrument will consist of mainly closed questions.
The agency will be responsible for the translation of the instrument and any other associated fieldwork tools (e.g. show cards) into appropriate local language(s). The agency will be responsible for piloting the instrument and providing feedback on the piloting process to BBC Media Action.
(2.4) Fieldwork
The agency will carry out fieldwork to a high standard within the agreed timeframe. Fieldwork will consist of face to face interviews by trained staff. Data will be collected via Pen and Paper or Electronic data collection approach; agency may wish to state preferred data collection approach.
(2.5) Survey Design
BBC Media Action proposes the use of quantitative research for this study. The agency should propose a sample size that is considered most appropriate for the baseline KAP survey and provide justification for this. However this sample size will be reviewed by BBC Media Action and a final sample size will be agreed with the agency prior to commencement of fieldwork.
The target population for this work is adult males and females of reproductive age and caregivers of children under 5 years living in urban and rural areas of Kano, Katsina, Kaduna Sokoto, Zamfara and Jigawa States.
The agency is required to propose a sampling design which is expected to be proportional to each state’s population size (i.e. sampling proportional to size), as well as random and self-weighting. The sample should be representative of the reproductive age population in the six focal States.
(2.6) Quality Control
The agency will include in the proposal, its plan for quality control.
(2.7) Data Management
With the proposal, the agency will also provide a detailed data management plan.
(2.8) Project Management
The agency will provide one point of contact for BBC Media Action, as well as a detailed description of the proposed project management structure and team to include project manager, recruiters, supervisors, translators, interviewers (clearly detailing gender and languages spoken) and data processor.
(2.9) Deliverables
The agency will provide specified deliverables to include but not limited to the following:
- Design of sampling approach according to BBC Media Action specifications
- The sampling frame used for each level of clustered selection (where available)
- Recruitment and training of all fieldworkers according to BBC Media Action briefing notes and guidelines.
- Detailed fieldwork timetable covering State, location, date and expected number of interviews in each locality.
- Timely updates and field reports with a breakdown of interviews completed per state.
- The first 100 cases delivered within 3 days of the commencement of fieldwork.
- Cleaned and properly labelled dataset in English and in SPSS format plus a syntax file to show any variables that have been derived as well as a log of the data cleaning process employed. Dataset must follow the codebook provided by BBC Media Action.
- Top line frequencies and crosstabs for variables of interest to be communicated at a later date.
- 2006 census data on the population sizes and demographics in the 6 focal states and within urban-rural locations, for the purposes of data weighting.
(2.10) Timing
The agency should provide a detailed timeline for the survey and a narrative of how they will meet agreed deadlines for the survey. The fieldwork is expected to have been completed by the mid-May, 2015.
(2.11) Cost
The proposal should include a budget breakdown for fieldwork and all related expenses including taxes and unit costs for both options of data collection (electronic & paper). Costs should be provided in Naira.
Note: This is the first stage of the bidding process; only agencies who meet expected standards from this first stage will be contacted in the second stage.

Additional Requirements:
Please note that we will expect the following documents alongside agency’s proposal especially for agencies who have not provided these to us in a bidding process in the last 6 months:
(1) Agency’s certificate of incorporation
(2) Last annual audit report
(3) Evidence of adherence to Nigerian tax laws
(4) A summary profile outlining:
(a) Agency’s staff strength including a breakdown of permanent and temporary staff (both management and others). Minimum of 25 permanent staff is preferred.
(b) Experience working in the Northern parts of Nigeria on large scale surveys of not less than a sample size of 3000.
(c) Experience doing media and/or health related quantitative surveys in Nigeria, especially in northern Nigeria.
(d) Experience working with international organizations (esp. In Nigeria).
Also note that if considered for selection:
(1) BBC Media Action team is very likely to visit the agency office on a verification exercise before commissioning and/or during project implementation.
(2) Agency will be required for physical meetings / presentations / demonstration of expertise at BBC Media Action office in Abuja. Costs (of travel etc.) will be borne by agency.
