Background
UNICEF has implemented the Harmonised Approach to Cash Transfers (HACT) which aims at building the financial management capacity of its Implementing Partners (IPs). With this objective, UNICEF requires the services of certified accounting and audit firms to conduct a general assessment of 17 of its Implementing Partner’s internal control systems in accordance with International standards. The assessment will include review of IPs receipt, recording and disbursement of cash transfers. The use of Funding Authorisation and Certificate of Expenditure (FACE) forms is fundamental in the HACT process. The exercise will involve sampling these forms to determine the reasonableness of expenditures and whether or not expenditures were in accordance with Annual Work Plans (AWP).
Scope of Work:
The audit will review the IP’s internal controls systems and the status of the implementation of recommendations made in the micro-assessments and spot checks conducted prior to disbursement of funds. It will also verify supporting documentations to a sample of transactions, and make recommendations to the IPs to improve their Internal controls and financial management systems.
Mandatory Requirements for Prequalification
1. Certified Audit firm with minimum erf 5 years cognate existence and experience in auditing United Nations agency and or Non-Governmental organizations.
2. Personnel: office organogram and CVs of key staff with expertise and experience in auditing and management consultancy for non-governmental organizations.

1. A cover letter of intent on the company letter headed paper
2. A copy of certificate of incorporation, and registration.
3. A copy of the company profile, staff Cvs, list organizations to which similar services has been provided and at least 3 reference letters from clients served in similar area of specialization

This EOI does not constitute a solicitation. We do not require bids or proposals at this stage; we merely seek your expression of interest in participating in the tender.
A response to this Request for Expression of Interest does not automatically ensure that you will be selected to participate in the tender.
