Please Note;
This advert was earlier published in Daily Trust, The Punch and Federal Tenders Journal of May 20, 2013 and Automotive Testing Technology International, June 2013 Edition. However, all the bids received for Lot II and III were rejected because they were substantially non-responsive. To attract participation of specialised manufacturers/suppliers, they are hereby re-advertised and Lot III split as three lots; Lot III, IV & V
1.0 Invitation
The National Automotive Council hereby invites submission for Technical and Financial bids from competent, reputable and interested original equipment manufacturers (OEMs) or their representatives with relevant experience and good track records for any or all of the lots.
Lot II: Automotive Component Testing Laboratory comprising of testing facilities for:
- Safety Critical components like Brakes, Safety Glasses, Lighting & Signaling System, Horns, Windscreen Wiping System, Automotive Lamps, Metallic Fuel Tanks, Speedometer, Rear View Mirror, External Projections. Tyres and Steering Mechanism.
- Active & Passive Safety Components tike Door Latches and Hinges, Seat, Seat Belts and Seat Belt Anchorages, Hydraulic Brake Hoses, Hydraulic Brake Fluid, Wheel Rims, Head Restraints, Emergency Doors and Door Fittings, Passenger Hand Holds for Motorcycles and Stands.
- Other Safety Critical Components like Interior Fittings, Rear under Run Protection Device, fuel Tanks (Metallic & Plastic), Lateral Protection (Goods Vehicle), Spray Suppression System (Heavy Duty Goods Vehicle), EMI/EMC, Noise, Installation Requirements for Lighting & Signaling Devices, Installation Requirements for Mirrors.
Lot III: Rubber and Plastic Component Testing Laboratory
Lot IV: Metallic Component and Safety Glass Testing Laboratory
Lot V: Vehicle Evaluation Laboratory
2.0 Eligibility Criteria
Bidders are to provide tire following minimum technical and financial requirements.
- Evidence of Registration with Corporate Affairs Commission for Nigerian companies and equivalent Company Registering Bodies for foreign companies (In case of foreign, indicate whether there is a Nigeria office & location);
- Tax Clearance Certificate for the last three (3) years;
- Evidence(s) of compliance with the provisions of the Pension Reform Act 2004 for Nigerian companies;
- Evidence of registration with Industrial Training Fund and the contributions already made;
- Company’s Audited Account and Annual Turnover of similar business for the last three (3) years;
- VAT registration and evidence of past VAT remittances certificates for Nigerian companies;
- Evidence of financial strength, credit worthiness and readiness to instruct bankers to supply financial information on the company as may be required;
- Verifiable list of previous similar works successfully carried out within the last ten years with names of clients, evidence of award and practical completion certificates;
- Evidence of registration with relevant professional bodies; and
- Company profile and organisational structure, including names and brief resumes of key personnel.
3.0 Collection of Technical and Financial Documents
Technical and Financial Documents are available for collection at our office in Abuja from 12.00 Noon on Monday, February 24, 2014 or can be downloaded from www.nac.org.ng under the LINKS tab.
4.0 Submission of Completed Technical and Financial Documents
Completed Technical and Financial bids shall be submitted in Three (3) hard copies and Two (2) Electronics copies (Non rewritable compact disk) in two different sealed envelopes and labeled Technical and Financial” respectively with the Lot Number at the top right hand comer of the envelope and enclosed in a third envelope on which the Lot Number indicated and addressed to:

5.0 Closing Date for Submission of Bids
The closing date for submission in respect of all the Lots is on or before 12.00 noon, Wednesday, April 9, 2014.
6.0 Opening of Bids
6.1 Technical bids shall be opened at 12.15pm same day at the Council’s Conference Room. Abuja.
6.2 Only firms whose Technical bids fulfill the eligibility criteria would have their financial bids opened at a date to be announced.
6.3 Non-Governmental Organisation (NGO) and the general public are hereby invited to witness the bids opening.
7.0 Disclaimer and Conclusion
7.1 This announcement is published for information purposes only and does not constitute an offer by the Council to transact with any party for the projects nor does it constitute a commitment or obligation on the part of the Council to procure.
7.2 The Council will not be responsible for any costs or expenses incurred by any interested party(ies) in connection with any response to this invitation and or preparation or submission in response to an inquiry.
7.3 The Council pledges fair and equal treatment of all participants but is not bound to shortlist any bidder and reserves the right to annul this selection process at any time without incurring any liability whatsoever.
